Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER SSA-RFQ-03-0802-CS IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. This acquisition is not set aside for small businesses. The NAICS code is 423430 and the related small business standard size is 100 employees. 1)SCOPE OF WORK: The Contractor shall provide software and ongoing maintenance support for a ?tape stacking? software product that will be installed on a minimum of two IBMz/900 2064 mainframe systems connected to a StorageTek (STC) automated tape library at the National Computer Center in Baltimore, Maryland. The Tape Management System is CA-1 from Computer Associates. 2)MANDATORY SOFTWARE REQUIREMENTS: (a)The Contractor shall provide a software product that is field-proven with a proven track record, that is commercially available off-the-shelf, and currently in use in production environments at multiple customer sites. Software that is in Beta testing or in development is not acceptable. The SSA requires unlimited use of the software over a 6-year systems life. (b)At a minimum, the software must provide the following: (1)Easy to use Interactive System Productivity Facility (ISPF) Interface (2)Stack from media type to another (3)Select candidates for stacking on percentage of tape utilized (4)Stack with like expiration dates (5)Select on number of days not referenced (6)Restack/recycle stacked volumes (delete expired Data Set Naming Blocks (DSNBs)) (7)Stack on dataset name (high level qualifier) (8) Stack to specific media type (9840) (9)Generate candidate reports for selection criteria (10)Generate Job Control Language (JCL) to run in production library (11)Exclude proprietary or specific datasets by high level qualifier (always exclude list) (12)Generate pull lists for volumes outside silos (13)Provide a full range of reports that help analyze potential savings and review activity (14)Maintain history dataset of all dataset migration activity (audit trail) (15) Specify number of days to retain source volume before being scratched (16)Support multiple Automated Cartridge Systems (ACS) (17)Prevent manual handling of tapes from one ACS to the other (18)Update Tape Management Catalog and Master Catalog (19)Directly communicate with Automated Tape Libraries (ATLs) from StorageTek (20)Support all media types (21)Specify stacked cartridges to be written to scratch tapes (22)Maintain original expiration date of the dataset (23)Select on specific attributes for tape stacking (24)Prevent stacking of out-coded datasets with other datasets (25)Create selection criteria that can be saved and modified for future use (26)Provide wildcard entries to allow pattern matching to select or reject datasets or attributes (27)Reject stacking of datasets that are due to expire in a specified number of days (28)Support stacking of uncataloged datasets (29)Provide report containing a list of excluded datasets and reason for exclusion (30)Provide report containing a list of rejected datasets and reason for rejection (31)Provide savings analyses (forecasting) to determine the potential effectiveness of the stacking run before actually stacking (32)Support migration of multi-volume/multi-file datasets (33)Provide volume move capability that allows automatic and quick movement of the entire contents of a volume to another volume (34)Allows for migration to different media types (35)Prevent spanning of multiple volumes during stacking run (36)Extract one dataset from volume without unstacking every dataset to individual tapes (37)Support all dataset types including proprietary datasets (38)Maintain expiration date of all stacked datasets on a volume (39)Capability to run multiple jobs concurrently (40)Ability to stack a high volume of files on any one tape (minimum of 3,000 files) and (41)Provide protection of tapes while they are being copied. (c)The Contractor shall provide full documentation and customer support on technical issues. (d)The Contractor shall provide pricing for obtaining additional licenses, upgrades and maintenance support if required in the future. 3)MAINTENANCE SUPPORT REQUIREMENTS: (a)The Contractor shall keep the software in good operating condition and shall be responsive to the maintenance requirements of the Government. The Contractor shall bear all costs including shipping, labor, documentation, and such other expenses as are necessary to keep the software in good operating condition, provided that such repairs are not occasioned by catastrophe (i.e., natural or unnatural disaster) or by fault of negligence of the Government. (b)The Contractor shall promptly notify SSA of any defects or malfunctions in the software product and or documentation of which the Contractor knows, or should know, and shall promptly provide to SSA the modified versions of software and/or documentation which incorporate corrections to any defects or malfunctions. The Contractor shall also provide SSA all operational and support assistance necessary to cause the software product to perform in accordance with the user documentation, and remedial support designed to provide a by-pass or temporary fix to a reported defect until the reported defect can be permanently corrected. (c)The Contractor shall provide to SSA any revisions to the existing user documentation developed for the software or necessary to reflect all corrections, improvements or updates. (d)The Contractor shall provide at no additional expense to SSA all upgrades, modifications, new releases, improvements, enhancements, extensions and other changes to the software developed by the Contractor and all updates to the software necessary to cause them to operate under new versions or releases of the software?s current operating system(s). (e)The Contractor shall correct errors or replace software within ten (10) days after notification that a software correction is required. (f) Problem Reporting Procedures: (1)Problem Resolution: The Contractor shall provide technical support through an 800 number. The Contractor shall correct errors or replace software within ten (10) business days after notification that a software correction is required. (2)Help Desk Function: The Contractor shall provide support 24 hours a day, 7 days a week through its 800 number. (3)Prompt Response: SSA will assign a priority to each software problem and the Contractor shall respond as follows: Priority 1: Emergency. A system or region is down or a product fails to function. Response: The Contractor shall find someone immediately or call back as soon as possible if no one is available; however, the response time shall not exceed one-half hour. Priority 2: A product feature is failing, but the product is still functioning Response: The Contractor shall call back within 4 hours. Priority 3: General questions. Response: The Contractor shall call back within 24 hours. 4) TERMS AND CONDITIONS: (a)The Government retains the right to increase and/or decrease the license quantities throughout the term of this contract. The annual maintenance fee shall be prorated based on the installation/deinstallation date of software. The Government will provide a 30-day written notice to terminate maintenance support. (b)The Government contemplates use of the ?Tape Stacking? software for the systems life of 72 months after the initial award date. This will be a firm-fixed price order consisting of a base year with four option year renewals, to be paid on a yearly basis as a subscription fee. (c)The Government has the right to transfer copies of the software to another site or machine if the site that houses the software is deemed unsafe for personnel or for purposes of benchmarking new hardware and/or software. The Government retains the right to transfer copies of the software to another site or machine to develop and test SSA?s backup and recovery procedures. All license agreement restrictions concerning access to the use of this software will be observed. (d)The Government retains the unrestricted rights to transfer licenses of unused software to another site or business partner upon written request to the Contractor at no additional charge. (e)The Government retains the unrestricted rights to use the software to provide data processing services to any person or organization with whom the Government is bound by separate agreement to provide such services at no additional charge. (f) In the event the Contractor develops a new generation or variation of a Licensed Program hereunder (a ?New Product?) during the Term hereof, whether such New Product is intended for use with an Operating System not yet developed or with a new release of an Operating System specified in the License then, upon the Government?s request and without additional charge, such New Product shall be added to this license for use by SSA and its Business Partners as provided herein during the Term, even if the Contractor then determines to charge a separate license fee for the New Product to other licensees (i.e., no additional charges for changes in operating system software as long as the change is considered by industry to be a natural progression).Interpretation of Clause: The above clause speaks specifically about new releases or versions of software that come out on a scheduled basis, as a natural progression. This allows SSA to accept these new versions or new releases, at no additional cost. (g)The Government retains the rights to use the software at any location, on any size machine, with no restrictions on processing methods, business partners and/or data being exchanged at no additional charge. (h)The Contractor shall certify the ?tape Stacking? software to be compliant with Section 508 in the following areas: Section 1194.21 Software Applications and Operating Systems and Section 1194.41 Information, Documentation, and Support. For further information see website www.ssa.gov/oag. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The Government will execute an award resulting from this solicitation to the responsible offeror whose offer is the lowest price, technically acceptable. The clause at 52.212-4 Contract Terms and Conditions?Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, including: (b)(1), (b)(3), (b)(5), (b)(11), (b)(12), (b)(13), (b)(14), (b)(15), (b)(16), (b)(20), (b)(21), (b)(25), (b)(27), applies to this acquisition.
