- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F41614-03-T-0036 is hereby issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. Notice: This acquisition is set aside for small business. The NAICS code 611420 and the small business size standard is: $6 mil. Requirement is to provide 2 consecutive 5-day course instructions in computer software training by a qualified instructor at Goodfellow AFB, Texas in accordance with the following Statement of Work. Specification will be in accordance with the attached Statement of Work. Computer Programming Training Purpose: The 17 Communications Squadron, Software Architecture Flight, Goodfellow AFB TX, requires custom Java, JBuilder, Interbase, and Delphi training for its programmers. Specific Requirements: The first 5 day course needs to cover (Week 1); 1. Introduction/Basic Java 2. Introduction/Basic Jbuilder 8.0 Enterprise 3. Connecting Web Pages to Interbase 7.0 database 4. Exam The second 5 day course needs to cover (Week 2); 1. Introduction/Basic Delphi 6.0 Enterprise 2. Connecting to Interbase databases 3. Delphi 6.0 Enterprise Web Apps 4. Exam Resources; The Government will provide; 1. A classroom with workstations setup with required software (Delphi 6.0 ENT, JBuilder 8.0 ENT, Windows 2000, Office 2000, and Interbase installed). 2. A white board and supplies 3. A projector to interface with laptops etc. 4. 8 ea. Students per class The training provider/vendor will provide; 1. A qualified instructor to teach the subject manner. 2. All training material (manuals, workbooks, guides, etc) 3. An exam to be administered upon completion of each week to verify knowledge of items taught. Schedule; Each 5 day work week of training will be conducted at Goodfellow AFB during normal business hours. Instructor travel, lodging and meals are the responsibility of the contractor. Award shall be made only to responsible responsive contractors who have registered with the Central Contractor Registration (CCR) at: www.ccr.gov. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.212-1, Instructions to Offerors - Commercial Items, (OCT 2000) is incorporated by reference. It is amended to read: Submit signed and dated offer to 17 CONS/LGCA, 210 Scherz Blvd., Goodfellow AFB, TX 76908 at or before 1630 (4:30 P.M.) CST, 19 June 2003. Submit signed and dated quotations on company letterhead or quotation form. Fax Quotations acceptable. The government reserves the right to make award on the initial quote without discussions. Evaluation will be based on price and technical capability. Please submit qualifications of instructor with quote. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items (July 2002), with quote. An electronic version is available for download along with a quote sheet. FAR clause 52.212-4 (FEB 2002), Contract Terms and Conditions-Commercial Items, is incorporated by reference and applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (APR 2003) applies to this acquisition and is incorporated by reference.
