- Description
- The Corporation for National & Community Service (CNCS), Pacific Service Center is a Federal Agency located in California providing funding for volunteer programs including AmeriCorps, Senior Corps and Learn and Serve America. CNCS will award a contract to a qualified vendor who can provide meeting space, lodging accommodations, audio visual needs, ground transportation to/from nearby airport, food and refreshments for two (2) AmeriCorps*VISTA Early Service Training events. The events must occur within the same week November 2-8, 2003. The training events must be held within the State of California. One room no less than 300 ? 400 square feet is needed as an on-site office for CNCS staff and trainer/facilitators from Noon, Sunday November 2 through 4:00pm, Saturday November 8. The vendor must have the capacity to receive and hold for pick-up 15-35 boxes shipped via parcel services. Event 1 - AmeriCorps*VISTA Early Service Training: November 2 ? 5, 2003. Day 1 Sunday ? Airport shuttle must be included in this contract for approx. 65-90 people. A registration area with (3) six foot tables and 6 chairs for the afternoon 4:00pm ? 6:00pm. Dinner for 125-135 people buffet style from 6:00pm ? 7:00pm. A general session room set up with round tables and chairs for 125-135 people must be equipped with podium and microphone, large projection screen and overhead projector 7:30pm ? 8:30pm. Lodging must be double occupancy for 125-135 people (60-70 rooms) including 2-3 rooms for disabled participants. Quite possibly 1-2 single rooms will be needed. Eight (8) single rooms for CNCS staff and Trainer/Facilitators who will pay individually. Day 2 Monday ? Breakfast for 125-135 people buffet style from 7:45am ?8:45am. Up to five (5) breakout rooms from 7:00am ? 7:00pm approx. 1000 square feet (10% more or less) set up with four (4) round tables and chairs for 32 people per room. Each breakout room must be equipped with water (replenished all day), a screen, overhead projector, and two flip chart easels with paper. Refreshment breaks at approx. 10:30am and 3:00pm for 125-135 people including coffee, tea and juices in the morning break and sodas, juices and snacks in the afternoon break. Lunch (Noon ? 1:00pm) and Dinner (6:00pm ? 7:00pm) for 125-135 people buffet style. A general session room set up with round tables and chairs for 125-135 people 9:00am ?5:00pm. Two six-foot tables are needed at the back of the general meeting room for resource materials. Event 2 will adjourn by 2:00. Provisions - All lodging rooms are non-smoking. Meals must be buffet style ONLY. Vegetarian, or special diets may be plated. Please indicate if you can offer special meals for participants with allergies, special diets, etc. A staff office for 20 people is required. A luggage room is also helpful. Facility must be within 50 miles of nearest airport facility. Please indicate if facility provides airport shuttle service. The facility must comply with the FEMA (Federal Emergency Management Agency) Fire Prevention and Control guidelines. Meals and lodging must be within the Federal government per diem rate including all service charges. Daily per diem rates are as follows: Los Angeles lodging $99/meals $50; San Francisco lodging $159/meals $50; San Diego, lodging $99/meals $50; Oakland lodging $118/meals $42; San Jose lodging $150/meals $50; and Sacramento lodging $79/meals $46. Meal room must be separate from the training space. Breakout rooms are NOT to be used for other events in the evening after sessions end. Federal regulations require that any hotel/conference space contracted shall meet and comply with the American Disabilities Act (ADA) requirements. Please indicate how many rooms you have of the following: (1) Grab bars near the toilet and in the shower, (2) wide entrance doors, (3) Shower stool or seat, accessible sink (low enough for individuals in wheelchairs), (4) Roll-in shower, (5) Extra bed or pull out couch for use by personal attendant. The Corporation for National and Community Service will provide a Purchase Order and pay only for actual costs. (eg. Payment for actual number of persons lodging at the facility, eating meals, etc.) Rooming lists will be submitted three weeks prior to each training event. Bids with complete cost spreadsheet must be submitted for each event. Bids must include costs for meals, lodging, meeting rooms, A/V equipment, and other direct costs to be considered. Costs must include all service charges. In your bid provide the cost for a single room. Worksheets for bid prep may be obtained by contacting Mr. David Madison at 510-273-0154. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is ESTCA1103 and is issued as a request for a quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) number for this requirement is 721110, Hotels (except casino hotels) Motels and the small business size standard is $5M. The provisions at 52.212.1, Instructions to Offerors?Commerical, applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with its offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. References must be included with your offer.
