Description

The National Oceanic an Atmospheric Administration (NOAA), Stellwagen Bank National Marine Sanctuary (SBNMS) is issuing notice of intent to negotiate a sole source procurement with Battelle Memorial Institute (BMI), to provide Monitoring and Assessment Reports of the Waters within and around SBNMS. Continuous implementation and reporting on water quality samples from various stations (SBNMS) in conjuction with water sampling for the Harbor and Outfall Monitoring (HOM) Program shall be conducted by the contractor. Contractor shall gradually implement new sites and duplicate previous series of stations locations as well as key measurement parameters as previously used for these purposes. In addition, conduct sampling at each site six times per year at various depth locations. Because of BMI continued assessment and monitoring of near by waters, they are in a unique position to conduct this research and provide a better overall evaluation of the Bays ecosystem. The statutory authority for other than full and open competition is 41 USC (c) (1), Only One Responsible Source. Period of Performance will be 08/01/2003 through 07/31/2004, with three option years. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 2, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
