- Description
- The National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Li-Cor Inc., 4421 Superior St. Lincoln, ME 68504 to provide 2 differential non-dispersive infrared analyzers with solid-state detectors for high-precision atmospheric measurements of carbon dioxide. CMDL makes high-precision measurements of carbon dioxide for use in studies of the global carbon cycle. It is essential that these measurements are of the highest quality. This can be done most efficiently by copying current systems based on LiCor carbon dioxide analyzers. CMDL requires high signal-to-noise, for example less than 0.005 mmol/mol (RMS) for 20 second averaging time. The analyzer's sample cell volume must be less than 15 mL and flush efficiently, with less than 80 mL of gas. IR source should have a lifetime greater than 20,000 hours, and the optical bench must be user serviceable. Delivery is required within five weeks after receipt of order. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far/ . This synopsis is issued for information purposes only. No competitive solicitation is planned. Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=s best interest and must address qualifications pertinent to this requirement.
