Description
The National Oceanic & Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Peak Laboratories, LLC 471 Creekside Lane, Morgan Hill, CA 95037 to provide 2 high-precision gas chromatographic analyzers for ambient atmospheric measurements of carbon monoxide (CO) and molecular hydrogen (H2). The purpose is to support the CMDL's mission to make high-precision measurements for use in studies of the global carbon cycle. The analyzer must be compatible with CMDL's 6 Trace Analytical RGA3s, the predecessor to the PP1 existing analytical system, so it must include an option to access the analog output of the detector and sample injection must be controlled from an external LINUX-based computer. Detection limits (and precision requirements) are 1 nmol/mol for CO and 5 nmol/mol for Hydrogen with an injection volume of 1 mL. Analysis cannot exceed 2.5 minutes. The instrument provider must be committed to producing an instrument optimized for atmospheric measurements. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=s best interest and must address qualifications pertinent to this requirement.
