Description

NOTE: This is not a procurement. NTIS is conducting market research to identify companies capable of evaluating Web sites and providing recommendations based on the evaluation. NTIS has for more than fifty years fulfilled its mission of acquiring and disseminating information obtained from both government and private sector sources worldwide in response to the needs of government agencies, and the general public. NTIS is also responsible for implementing new methods or media for disseminating information, including producing and disseminating information products in electronic format. NTIS manages a Web site that offers products and services to the public and to other government agencies. The Web site helps NTIS serve our nation as the largest central resource for government-funded scientific, technical, engineering, and business related information available today. To assist in this role the Web site provides access to information on more than 750,000 information products. The site also helps keep NTIS in the forefront in assisting government agencies meet their information dissemination goals. Of most importance are functionality and appearance. The following must be taken into consideration in any evaluation and potential redesign of the Web site: elements of existing site would be retained; should be fresh yet reflect a governmental solidness; must be user friendly and intuitive; must have the ability to find products and order quickly; searching is logical. Responders will 1) review the existing NTIS Web site, www.ntis.gov; 2) provide cost estimates for conducting an evaluation of the Web site and for providing recommendations; 3) be prepared to make up to a one-hour presentation upon request by NTIS (presentations must cover all aspects of this RFI); 4) demonstrate experience working with other Web sites, particularly those of government agencies. Responders are required to describe and reference the technical capabilities of their services, describe their technical expertise and provide a concise description of their experience and ability to provide these services to NTIS. Proposals should be limited to fifteen (15) typewritten pages, excluding graphic appendices. Please provide one (1) original and four (4) hard copies of the proposal to David Thomas, Product Manager, Office of Business Development at the above address, by the response date specified in this announcement.
