- In accordance with OMB Circular A-76, the U.S. Department of Education (ED) will be issuing RFP ED-03-R-0016 for human resources and training services. The competition will include services that are currently performed nation-wide at most ED facilities and locations. Services being competed include, for the entire department, staffing and hiring, employee relations, and training and development activities. The hiring requirements include supporting ED management with filling identified vacancies throughout the Department, position classification and management, candidate rating, ranking and placement. Staffing requirements include managing promotions, reassignments, temporary promotions, details, reductions-in-force, realignments, reorganization actions, and other staffing-related functions. The employee relations requirements include processing the following: disability-related accommodations requests; administrative grievances involving workplace disputes; adverse actions involving employee violations of rules or policies; benefits-related life insurance and life event change requests; Federal benefits open seasons; performance-based actions involving employee deficiencies; retirement and retirement disability services; and, within grade increase denials. The training and development requirements include competency development management, electronic training registration, training course management, e-learning environment management, custom web-based e-learning course management, and tuition reimbursement and learning-related funding program management. Full details of the work requirements will be in the Performance Work Statement included as part of the solicitation. In accordance with OMB Circular A-76, ED will use the tradeoff source selection process. Technical and cost proposals will be required. This solicitation will not be restricted to any group or business size. The NAICS Code is 541612. Approximately 123 Full Time Equivalent positions are affected by this competition. Government personnel adversely affected by conversion of Government performed services to contract have the Right of First Refusal for jobs for which they are qualified. ED anticipates awarding a service provider agreement (contract, fee-for-service or letter of obligation) with a base period of one year and four one-year option periods. A fixed-price contract type is anticipated. This solicitation will not result in a contract if Government performance is determined to be more advantageous. The anticipated solicitation release date is June 30, 2003. The anticipated due date for proposals is August 7, 2003. The solicitation will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Hardcopies of the solicitation will not be available.
