- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI), Applied Research Program (ARP), Surveillance Research Program (SRP), plans to procure on a sole source basis services for the Evaluation of Measures for Monitoring Progress in Elimination of Health Disparities with a Focus on Healthy People 2010 Goals in Cancer Related Indicators with The University of Michigan, School of Public Health, 109 Observatory Street, Ann Arbor, MI 48109-2029. The supplies and services herein are being procured in accordance with simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The proposed project shall address complex issues via a targeted, in depth analysis and application of the literature to the US context as it relates to relevant cancer outcomes such as mortality, survival, screening and other health behaviors. The work shall also include qualitative and quantitative evaluation of selected health disparity indices alone and in various combinations. Indices shall be identified from previous work in the areas of economics, demography, sociology and epidemiology. Application areas shall be determined for each index. Statistical properties shall be examined based on publications, reports and selected examples. A summary report shall be prepared that recommends a suite of indices for further exploration and testing. The report shall also summarize open questions/challenges in the application of the recommended health disparity indices that become apparent in the evaluation of indices. It is likely that the literature review and evaluation shall form the basis for a manuscript to be submitted to a peer-reviewed journal. The University of Michigan, School of Public Health is the only source known to the NCI that is uniquely qualified to carry out this effort because of their expertise and work with measures of social inequalities in health. Any efforts to identify the required skills and expertise through outside sources would pose additional undo costs to the government. Therefore, in the best interest of the government, this contract should be awarded to the aforementioned contractor. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above described herein. An original and one copy of the capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington, D.C. time) on July 1, 2003.
