- Description
- This is a synopsis for an Indefinite Delivery-Indefinite Quantity for Cap, Linear Actuating, applicable to the C-5 Aircraft. Buyer requests that this contract cover a period of five years for order from date of issuance of contract. Maximum contract is quantity is 41. The Initial contract order is 1 each. First Year Minimum is 1 each and the First Year Maximum is 9 each. Each of the out-year contract order minimum is 1 each and each of the out-year contract order maximum is 8 each. The NSN is: 1650-00-487-7667UC; NOUN: Cap Linear Actuating; P/N: 14027-1, Cage Code 02121. Size/Dimension: Height: 6 inches, Width: 4 inches, Depth: 4 inches circumference, and Pounds: .5 lbs. Tech Order: 9H2-5-210-3. Form/Function: Item is used to cap off the internal part of he forward ramp actuator. To hold hydraulic pressure to extend he entire actuator to stabilize the forward ramp to the truck-bed mode. Predominant Material of Manufacture: Aluminum Alloy. DELIVERY: 180 days after receipt of order. The approximate RFQ issue date will be 1 July 2003 with the approximate response date of 30 July 2003. RFQ will be available at www.fedbizopps.gov only. No telephone requests. Only written or faxed requests received directly from the requestor will be accepted. This procurement will use the Red/Yellow/Green (RYG) Program in the evaluation of past performance. This is a limited source procurement, per USC 2304(c)(1) to: Menasco Canada LTEE, Cage Code 02121. JUSTIFICATION: Supplies (or Services) required are available from only one or a limited number of responsible sources and no other type of Supplies or Services will satisfy Agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. All responsible sources solicited may submit a bid, proposal or quotation, which shall be considered. See Notes 22, 26, and WR-ALC CBD Note B below. 22. The proposed contract action is for Supplies or Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days, if award is issued under an existing Basic Ordering Agreement) after date of publication of this synopsis will be considered by the Government. As determination by the Government not to complete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Far Part 12, Acquisition of Commercial Items, in its solicitation for the described Supplies or Services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note B: All potential offerors should contact the Buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
