Description
NA The Philadelphia District and the USACE Marine Design Center is initiating a negotiated, best-value procurement conducted under Federal Acquisition Regulations Parts 13 and 15 to obtain (1) one inland river, all welded steel towboat for the U.S. Army Corps of Engineers, Vicksburg District. The towboat shall be twin-screw, with two main engines delivering approximately 600-800 HP total. The vessel dimensions shall be approximately 51' x 19' x 8'6 inches. The primary mission of the towboat will be support of the Dredge JADWIN fleet operation on the lower Mississippi River and supporting tributaries. The vessel shall be classed with ABS, Maltese Cross A-1 Towing Vessel, River Service with Maltese Cross AMS. Proposals will be reviewed for completeness in satis fying the requirements of the Request For Proposal (RFP). The Proposals will be evaluated on their merit against the evaluation factors listed below: Technical Factors - (a) Past Performance and Experience (b) Management (c) Product and Price Factors - (a ) Price Reasonableness (b) Price Realism. The technical factors as a whole are more important than price. However, price remains a significant factor in determining the best value. Initial cost proposals must be submitted simultaneously with the initial technical proposal to the Contracting Officer in accordance with the requirements of Section L -Proposal Requirements and Evaluation Criteria, of the RFP. The government may award a contract on the basis of initial proposals received without discussions; t herefore, each proposal should contain the offeror's best terms. The Request for Proposal Number' (RFP} DACW61-03-R-0029 will be available on the Internet Web pages on or about 2 July 2003. Hard copies will not be available. No written or fax requests wi ll be accepted. Contractors shall download this RFP (including drawings) and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil (including drawings) and all amendments from the Internet web page at the followi ng address {https://ebs.nap.usace.army.mil on or after the issue date of the RFP. The official media of distribution for the RFP is the Internet Web Page. All amendments to this RFP will be posted to the Internet web page at the above address. Hard copies will not be furnished. It is the contractor's responsibility to monitor the web page for any amendments. Interested contractors must register on the Internet Web page. If any of the contractor's information changes during the advertisement period, contract ors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and Amendments. Contractors are responsible for printing copies of th e RFP and any amendments. Proposals will be due on or about 1 August 2003 at 1100 hours EST. The applicable North American Industry Classification System (NAICS) code is 336611, with a size standard of 1,000 employees. Warranty information and Liquidated Damages will be specified. Bonding is required only if the offeror chooses to receive progress payments. If your bid guarantee is in the form of a bid bond, the bond must be properly signed by both the bidder and surety (BONDING DOCUMENTS INCLUDING POWER OF ATTORNEY SHOULD BEAR AN ORIGINAL SIGNATURE BY AN OFFICER OF THE SURETY) and all required seals must be affixed. Bonding is not required if an offeror chooses to finance the entire contract cost by receiving no payment until Final Acceptance at destinat ion. If this alternative is proposed, the offeror shall demonstrate their ability and approach to contract financing. The documentation provided will be used to assess the Government's financial risk. All contractors are required to be registered in the DO D's Central Contract Register before award as required by DFARS 204.7300.
