- The Naval Air Warfare Center Weapons Division, Point Mugu, CA plan to procure by other than full and open competition, from Lockheed Aircraft Company, Greenville, SC contractor field services (CFS) to provide on site proficiency training, technical guidance and information to evaluate unusual field problems and render technical guidance related specifically to automatic test equipment and electronic warfare equipment identified as general electronics systems for C9, C9B and DC9 aircraft airframe and avionics equipment and weapons systems interfacing of all systems on P3 updated III aircraft. General electronics system to provide support to the C9-B and DC-9 aircraft airframe and avionics equipment including DC-9 Modified PEMCO Aeroplex Main DECK Cargo Door System, C-9 Modified Rogerson Aircraft Corp Auxiliary Fuel System, Sperry Flight System 2587-XXX Digital Air Data Computer, Fairchild F1000 Flight Data Recorder, Grimes 200 EFI High Technology LCD Attitude Direction Indicator and Horizontal Situation Indicator, Litton LTN-92 Inertial Navigation System, Rockwell Collins 860F-4 Radio Altimeter, Sundstrand Mark II Ground Proximity Warning Computer, Rockwell Collins 51RV-4D VOR and ILS System, Rockwell Collins 850E-5 Distance Measuring System, AN/ASN-163 Global Positioning System, Rockwell Collins 346D-2B Public Address Amplifier, Fairchild Solid State Digital Voice Recorder, AN/ARC-190 HF Radio Transceiver, Rockwell Collins 618M-3A VHF Radio Traffic Collision Avoidance System, Rockwell Collins WRX-700X Weather Radar and P3 weapon systems integration interfacing of all systems on P-3C Update III aircraft. The object of the CFS is to elevate the technical skills and abilities of military personnel responsible for operation and maintenance of the automated test equipment, to the level of self-sufficiency. The services provide direct support to squadrons, with the contractor capable of solving complex and intricate equipment problems without hesitation. Inability to do so would cause severe reduction in operational readiness. The contractor must be capable of diagnosing and correcting problems, which keep equipment in a ?down? status. In order to perform these services, access to the technical database for automated test equipment, in its current configuration is essential. Lockheed Aircraft Company is the only source possessing the technical support capability and familiarity with the systems, to perform in accordance with the Statement of Work and to develop technical solutions to problems not readily resolved in the field. The requirement is for an estimated 180 man months of effort. The period of performance will be 1 Oct 2003 through 30 Sep 2004, with four twelve-month option periods, for a total contract period of performance of 60 months if all options are exercised. Any resultant contract will contain the clause at FAR 42.217-8, Option to Extend Services.
