Description
It is the intent of this solicitation to contract for all labor, material and equipment to maintain and repair airfield pavements at the Travis Air Force Base, Fairfield, CA. This will be an Indefinite Quantity Type Contract with a base year and four one year options. The maximum ordering capacity will be $8,000,000 for the base year and $5,000,000 for each option year. The work will require primarily full depth PCC slab replacement and include but not be limited to demolition, excavation and disposal of existing Portland cement concrete (PCC) and asphalt concrete (AC) pavements, bases, sub-bases, sub-grades, cement treated bases, lime treated bases, and similar in accordance with environmental regulations. The work will also include preparation and compaction of existing bases, sub-bases, and sub-grades to remain; replace unsatisfactory bases, sub-bases, and sub-grades with satisfactory materials, provide full and partial depth repairs for PCC slabs; provide full depth repairs for AC pavements; repair joints and cracks; provide prime and tack coat; provide pavement reinforcing fabric; provide AC pavement overlay; provide AC surface treatments; replace damaged and/or adjust existing catch basins, manholes, and similar; provide airfield pavement markings; provide airfield lighting system, fixtures, cans and other required components; provide closed markers and traffic barriers for runways, taxiways, aprons and other airfield pavement; provide airfield pavement rubber removal; and dispose of all construction materials off the base property in an approved landfill. The construction contract will be awarded using competitive negotiation procedures and based on best value to the government using the trade-off process. This procurement is an 8(a) certified contractor competition. The North American Industry Classification System code is 237310 and the related small business size standard is $28,500,000. The contract will be awarded to the firm providing the proposal with the best value to the Government using criteria outlined in the solicitation: (1) Past Performance; (2) Corporate and Key Personnel Experience and (3) Price. This solicitation will be issued through the internet and will be available on/about 01 July 2003. Plans and specifications will NOT be directly provided in a paper hard copy format or CDs. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is therefore the offerors? responsibility to check the listed website for any posted changes in the solicitation, plans and specifications. Download from the Internet is free of charge; however, the plans and specifications may take time to download. All prospective offerors must register as plan holders on the Internet site for this project. Each company must include its name, address, phone number, and E-mail address, identify whether the firm is a prime, sub, or supplier, and indicate whether firm is a large, small, small disadvantaged, or women-owned business. Plan centers are also required to register. It is recommended that offerors register in the Central Contractor?s Registration (CCR) at http://www.ccr.gov prior to submission of proposals.
