Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Hi-Desert Communications of Victorville, California to provide a fully integrated digital communications, alarm and dispatching system with warranty and guaranteed timely service. UNDER AUTHORITY OF FAR 6.302 the contract will be issued to the above referenced contractor, without further notice. The system must be completely installed and functioning, no later than 31 July 2003. The system must be a complete, turnkey installation that is fully upgradeable, has a small physical configuration and it must be portable, capable of easy movement to another location without the need for technical expertise beyond the operator level. The system must provide a minimum of six positions and twenty channels and be expandable. The system must provide for establishment and rapid activation of pre-selected talk groups. Each channel mus t be capable of being patched to all other system supported channels to include; High Band, Low Band, NEXTEL digital, cell and direct connect (walkie-talkie feature) and conventional land line telephone (twisted pair or fiber). The system must be fully compatible with virtually all manufacturers? Base Stations, Control Stations and Repeaters and utilize local and California State Standard tone Systems, with their associated protocols. The system must provide automatic, on screen, real time monitoring of our existing fire department alarm transponders, to include those manufactured by: G. Harlow Inc., Tyco Inc., King Fisher Inc. and Monaco Inc. If the system malfunctions, and the vendor cannot repair the system remotely, a repair team must be sent immediately, to perform the repairs on-site, however, no component or part of the integrated system must ever be malfunctioning fo r more than 121 minutes after telephonic notice is given to the vendor. The vendor will provide training to our systems operators (emergency dispatch employees). The vendor will provide all equipment and software updates. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner rega rding an offeror?s ability to meet all requirements. The government will consider EOIs received prior to 15 days after the date of publication of this synopsis, before 1200 PST on that date. A determination by the government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to Commanding Officer, Contracting & Purchasing, Box 110340, Barstow, CA 92311-5050. EOIs sent via Federal Express or hand carried must be delivered to Marine Corps Logistics Base, Warehouse 8, Door 14-A, Barstow, CA 92311 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via f acsimile to Attn: John House at (760)577-6174. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is July 1, 2003.
