Description
By this notice, the General Services Administration (GSA) formally announces their intent to issue a Request for Proposal (RFP) for Construction Management (CM) Services for up to five (5) nationwide Indefinite Delivery Indefinite Quantity (IDIQ) contracts supporting projects, on an as-needed basis, within all eleven GSA Regions and the GSA Central Office. Each contract will consist of a base year, extending 365 calendar days from the date of contract award and four (4) additional one-year duration options to be issued at the discretion of the Contracting Officer for a potential total duration of 5 years. The base year and each option year will have a $5 million maximum order limitation. All work will be performed based on firm, fixed price task orders issued under the basic contract for services. Task order work scopes will require a variety of project management services including, but not limited to, pre-planning, programming, design management, design review, procurement support, construction management, commissioning, and post-construction support. The selection process will utilize source selection procedures in accordance with FAR 15.101-1. The selection process will use tradeoffs and technical/management factors are more important than price and price related factors. Offerors must demonstrate successful experience as a Prime Construction Management (CM) professional services contractor, in the role of CM as agent, on either two large projects, two similar Indefinite Delivery Indefinite Quantity (IDIQ) contracts, or one of each. For each large project, work must have been substantially completed within the past eight (8) years from the issuance date of this RFP. For each IDIQ contract, the contract must have been in effect for a minimum of three (3) years within the past eight (8) years from the issuance date of this RFP. A large project is defined as follows: (1) The project involved construction of a new building or renovation of an existing building; (2) The total project construction cost at award of the construction contract(s) was not less than $10 million; and (3) The project involved all of the following principal disciplines normally required in a major project: architectural, structural, HVAC, plumbing, electrical, fire alarm, and elevator. A similar IDIQ contract is defined as follows: (1) The contract had a duration of at least three (3) years;;(2) The yearly contract Maximum Order Limitation (MOL) was not less than $2,500,000 or the total MOL was not less than $7,500,000; and (3) The contract required the CM to provide a variety of project management services (construction phase, design phase, pre-planning) involving all of the principal disciplines normally used in a major project: architectural, structural, HVAC, plumbing, electrical, fire alarm, and elevator. Proposals meeting this minimum criteria will be reviewed an evaluated based on the following additional criteria: (1) Experience; (2) Past Performance including Quality of Service, Timeliness of Performance, Business Relations, Cost Control, and compliance with Subcontracting Plan Goals; (3) Management Plan; and (4) Key Personnel. This solicitation is open to both small and large business firms. The small business size standard for the procurement (NAICS 233320) in accordance with FAR 19.1 is average annual receipts of $28.5 million. Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA is committed to assuring that the maximum opportunity is provided to the small business community to participate in these contracts. The RFP will be issued on or about June 30 and proposals will be due 30 days after issuance. Copies of the solicitation may be obtained electronically at http://www.fedbizopps.gov. The document name instruction.doc contains instructions on all electronic files posted. A pre-proposal conference is currently scheduled for Wednesday, July 16, 2003. Details about the conference will be issued in Section L of the RFP.
