Description
Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Quote is being issued under NMA100-03-R-0005. This solicitation documents and incorporated provisions and clauses through Federal Acquisition Circular 2001-14. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business standard is 500 employees. The National Imagery and Mapping Agency (NIMA) has a requirement for a portable absolute gravimeters, used to determine absolute gravity reference base stations, relative control points, and geodetic tie points for gravity networks. This instrument will also be used for the refinement and validation of NIMA's Earth Gravity Reference Model 96. Responsible sources interested in this procurement may read the Statement of Work (SOW) below for a full description of the requirement. The above FAR clauses may be viewed at http://www.arnet/gov/far/. The Significant Evaluation Factors, in accordance with FAR 52.212-2, in relative order of importance are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), where technical and past performance are more important than price. NIMA intends to award to the offeror that provides the best value to the government. The offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cast to the Government. Acceptance of the standard commercial warranty does not waive the Government's right as per Inspection clause, FAR 52.246-2, Inspection of Supplies-Fixed Price, nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response. In order to be considered for award Offerors shall provide 1) a written detail proposal on company letterhead detailing the item description, quantity, unit price, and extended price; 2) descriptive literature and/or brochures; and 3) a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offers are to be mailed or faxed by COB 30 June 2003,EST, to the following: National Imagery and Mapping Agency Attn: Martha W. 4600 Sangamore Road MS: D-88 Bethesda, MD 20816 or Faxed to: Martha W. 301-227-1461 (See Statement of Work Below) SOW for Portable Absolute Gravimeter 1.0 SCOPE. This Statement of Work (SOW) defines the requirements for the National Imagery and Mapping Agency's Portable Absolute Gravimeter. 2.0 BACKGROUND. Gravimeters are used by the National Imagery and Mapping Agency (NIMA) Geospatial Sciences Division survey personnel to acquire precise gravity values. Measurements with absolute gravimeters are used to determine absolute gravity reference base stations, relative control points, and geodetic tie points for gravity networks. These absolute station and control point networks are used for the refinement and validation of NIMA's Earth Gravity Reference Model 96 (EGM96). The network data are also critical in determining quantities such as mean gravity anomalies, geoid heights, deflections of the vertical, and gravity disturbances to support DoD Advanced Inertial Navigation Systems; e.g., F-117 and B2 Stealth Bombers, advanced GPS precision-guided munitions. 3.0 REQUIREMENTS. 3.1 GENERAL. A Portable Gravimeter provides NIMA with best value, state of the art technology and high accuracy to carry out its mission. It would also provide growth capacity and mitigate the risk of technological obsolescence. The Portable Absolute Gravimeter shall be mechanically optimized for speed of data acquisition, ease of use, and portability in outdoor applications. It shall have substantial onboard computing capability, be small-scale in design, and have the ability to operate outside a controlled laboratory environment. Gravity measurements that now take two people several days will be accomplished by one person in one day. 4.0 CAPABILITIES: for the Portable Absolute Gravimeter. 4.1 Measurement: 4.2 Self-contained portable absolute gravity meter capable of absolute gravity measurements to accuracy and precision of 10 microGals in 10 minutes (at a quiet site). Note: 1 microGal = 10-8m/s2 3.1.2 Operations: Ability for operator to obtain real time gravity values 4.2 Roadside operation from a vehicle. 4.3 Ruggedized with an ability to operate in a wide range of environmental conditions and temperatures ranging from -10?C to 30?C. 4.4 Automated operations including self-leveling. 4.5 Interoperability: 4.6 Data reduction software available with data formats that are compatible with an IBM or equivalent personal computer. 4.7 Ability to operate on an 110v, 220v or an external battery source. 4.8 All firmware/software shall be certified as being Y2K compliant. 4.9 All necessary external parts for operation, such as but not limited to: shipping cases, toolkits, etc. 5.0 PORTABLE ABSOLUTE GRAVIMETER BIDS. NIMA intends to purchase from one (1) to possibly five (5) absolute gravimeter(s) that satisfy the proceeding requirements. Bidders shall provide quotes for individual quantities up to the maximum during the period of performance of the contract. FOB destination, delivery shall be within 90 days of the signed order. The bidders shall also provide an optional bid considering a trade-in credit for NIMA's present operational FG-5 Model 100 SN107 Absolute Gravimeter with upgraded High-speed Timing Electronics and Superspring Magnetic Damping System. If the government exercises the option to trade in its operational FG-5 for the stated credit, it will be made when an order is placed for a portable absolute gravimeter. 6.0 LOGISTICS. As part of this procurement the vendor shall provide at least a two-year industry standard service warranty to cover parts and labor for repairs under normal use. After the initial warranty expires, the Vendor shall also offer maintenance, to include cleaning and calibration. 7.0 DISTRIBUTION. The portable absolute gravimeter will be fielded out of and located at the NIMA facility at St. Louis, Missouri. All gravity units, accessories, software, and documentation ordered under this procurement action will be delivered to the NIMA Survey Office located at St. Louis, Missouri, for acceptance testing and inventory validation. 8.0 Training. With the initial order the vendor shall include training at the Government's St. Louis facility for up to six government personnel, within six months of the delivery of the portable absolute gravimeter. The training shall provide instruction on the operations and use, such as but not limited to: setup and use in performing a survey, trouble shooting, software features and functions, data export/import, and reduction. Additional training, if necessary, during the period of performance of this contract will be negotiated.
