- This is a Combined Synopsis/Solicitation Package PREQUALIFIED SUPPLIERS ONLY: The United States Postal Service intends to award several Nationwide Pricing Agreements to suppliers to provide the following types of doors: overhead sectional, sectional knockout, automatic, and impact traffic as well as folding grilles. It is the intent of the Postal Service to standardize doors throughout the postal service facilities and to realize supply chain management savings by consolidating the supplier base for the various types of doors referenced above. This request for proposal is open only to prequalified suppliers. SOLICITATION INFORMATION: Total period of performance for the agreements will be eight years and consist of a 2-year base period with three 2-year option periods. The coverage area for the agreements shall be the 48 contingent states, Alaska, Hawaii, and Puerto Rico as well as any other United States territory or location where the Postal Service has facility offices. The agreements shall be available for use by all USPS personnel and USPS Contractors. The successful suppliers shall provide and maintain a web-based ordering system that has the ability to receive and track orders, generate invoices to the appropriate parties as specified at time of order, and generate order/spend data or other reports as requested by the USPS Contracting Officer or designated Contracting Officer Representative (COR). Negotiated prices for all door categories shall be retained for a period of 24 months after award of agreement. Warranties shall be for a period of 24 months after product delivery. If manufacturer or their approved installer installs product, then warranty period shall begin after installation. This solicitation shall comprise of two parts. In Phase I, suppliers shall submit their proposals packages with a baseline door(s) prices. Prices at this phase are for informational/statistical purposes only. Packages shall be evaluated based on responses to the qualifications/evaluation criteria (see attachment 3, Evaluations, for guidelines on proposal submission). Only successful phase I suppliers will be invited to participate in Phase II. In Phase II, the supplier will participate in an online competitive bidding event presented by FreeMarkets. FreeMarkets and the United States Postal Service have partnered up to streamline the USPS sourcing process. They are headquartered in Pittsburgh, Pennsylvania and have created software and a private network that allows suppliers to submit bids interactively in a real-time, online marketplace. FreeMarkets will be the PRIMARY POINT OF CONTACT FOR ALL QUESTIONS for this solicitation. FreeMarkets will explain the online bidding process and answer any questions you may have.
