Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has a requirement to construct a new Radio Transmitting Facility at Wallace Air Station on Poro Point near San Fernando City, La Union Province in the Philippines. The project consists of constructing a new 960 square meter concrete and masonry radio transmitter building, guardhouse, five single story concrete and masonry equipment shelters, antenna tower foundations (towers not in contract), antenna ground plane system, transmission line supports, equipment pads, utilities, electric power feeder, security walls, fencing, site improvements, and other related items. This work includes some Priced Options that may be awarded at a future date subject to availability of funding. The Government will furnish some materials and equipment as described in the solicitation document. The estimated construction price range is between $1,000,000 and $5,000,000. The period of performance for completion of the Base Contract is 360 calendar days from issuance of the Notice-to-Proceed (NTP). Separate periods of performance will be established for each of the Priced Options from the date of NTP for such Priced Options. There will be a Pre-Proposal Conference held at the Wallace Air Station for prospective Offerors to visit the site, discuss the project, present written questions concerning the solicitation, and meet with the construction manager. Prospective Offerors are STRONGLY ENCOURAGED to attend this conference. The date for the Pre-Proposal will be provided in the solicitation document and will be approximately two weeks after issuance of the solicitation. An Offeror that misses the Pre-Proposal conference will not be granted a time extension to allow for a separate site visit. The solicitation document will be provided to prospective offerors no earlier than two weeks after publication of this notice. The Offeror shall be required to submit a technical proposal as well as a firm-fixed-price proposal, including Priced Options. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors, with technical factors, when combined, being approximately equal to price. The following equally weighted technical factors will be used in determining each Offeror's technical score: (a) demonstrated recent (within the past 5 years) experience and successful past performance in the construction of similar types of structures; (b) proposed technical approach to perform the work; and (c) demonstrated ability to mobilize resources in remote geographical locations. Offeror selected for award must be approved by the U.S. Embassy Philippines. Offerors interested in receiving a copy of the RFP must respond in writing to the Contracting Officer, Mr. Brent Peavler via facsimile at (202) 260-0855, or E-mail at bpeavler@IBB.gov, or via letter to the above-listed address not later than 15 calendar days after the publish date of this Federal Business Opportunity (FBO) Notice.
