Description

The Fleet and Industrial Supply Center, Puget Sound intends to issue a solicitation for OMB Circular A-76 Commercial Activity Study CNRNW Port Operations Services. The intent of the study is to determine the most efficient and cost effective method of providing Seaport Services, which includes all commercial activities related to Port Operations, within the Northwest Region. The activities participating in this study are components of Commander, Navy Region Northwest (CNRN) There are approximately 62 Government Positions affected by this study. Services include the management, supervision, labor, and materials necessary to ensure the effective operation of the port operations function. These include waterborne support services such as positioning of Government vessels and equipment, provide tug services, open/close security barriers, provide docking support, transport personnel, and perform miscellaneous tasks. In addition, the port operations function includes providing pilot services, operate dive boat propulsion plant, provide regional port control, provide PSNS/NAVSTA Bremerton watch functions, provide maintenance services, and conduct training and briefings. This procurement will be a 100% SMALL BUSINESS SET ASIDE, NAICS 488310, FSC V125, with a size standard of $21.5 milion. The acquisition includes options. The base period of performance is from 01 July 2004- 30 SEP 2004, with four one (1) year option periods, and one nine (9) month option period. The place of performance is in Puget Sound ports and waterways. Ports include, but are not limited to, Naval Magazine Indian Island (NAVMAG II), Naval Submarine Base (SUBASE) Bangor, Naval Undersea Warfare Center (NUWC) Keyport, Naval Station (NAVSTA) Bremerton, Puget Sound Naval Shipyard (PSNS), Manchester Fuel Depot, and Naval Station (NAVSTA) Everett. This procurement is not a FAR Part 12 acquisition. A technical proposal will be required. All responsible sources may submit a bid, proposal or quotation which shall be considered by FISCPS. Electronic submission of proposals/quotes is not available at this time. Facsimile proposals/quotes will not be accepted. This solicitation and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents.
