Description
17. This is a Combined Synopsis/Solicitation for a Commercial Item prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation; proposals that are being requested and a written solicitation will not be issued. (ii) Solicitation No. BBGCON3003S5382 is issued as a Request for Proposal (RFP) and a firm-fixed price (FFP) contract shall be awarded contingent upon the availability of funds, using FAR Part 12, Commercial Contracting procedures. (iii) This Solicitation document and incorporated provisions and clauses are those in effect through (FAC) 2001-14, dated May 22, 2003. (iv) This is a full and open procurement for a Radio/Television Researcher, Writer, Producer, and Broadcaster under NAICS 711510, Independent Artists, Writers, and Performers. (v) SCOPE OF WORK: Voice of America's (VOA's) Special English, Americana & Music Division, a part of the International Board for Broadcasting (IBB), has a requirement, contingent upon the availability of funding, for a contract-based international radio broadcaster specializing in health-related news and medical issues as they impact a global audience. Under this contract, the Contractor shall provide at a minimum the following combination of services and tasks: 1) Research, write, produce and present for broadcast, a regular series of radio (or television) scripts relating to health topics of particular interest to VOA's international audience. These topics include HIV/AIDS, polio eradication, antibiotic resistance, tuberculosis, malaria, and reproductive health. The Contractor shall also cover other pathologies or health issues that VOA health programming managers deem appropriate. The Contractor's scripts shall be written for English broadcast, web-posting, and translation into many of VOA's foreign languages. The Contractor shall be expected to: A) produce up to two or three 3-5 minute features per week. Features typically include a narrative script, created from original research and interviews, with several voice actualities, and ambient sound when appropriate; B) periodically produce documentary-length projects, from 6-9 minute special segments to 22-minute scripts for the "Our World Show" or other suitable program venues; and C) spot produce 60-90 second health news clips/reports to be included in a "Health Briefs" type of feature script, that combines three to five health-medical news items, some with actualities, in a 3-5 minute narrative script. 2) Participate in the coordination of the production and editing of stringer and language service-originated health material for housewide re-distribution over VOA's Avstar and Dalet script and audio network. The Contractor shall participate in radio programs developed by the VOA in various languages. This task includes participation in the preparation, (including necessary digital audio-editing); adaptation, recording and production of stringer and language service originated material for use by the English Programs Division and other language services. The Contractor shall be compensated based on a bi-weekly assignment schedule. (vi) SELECTION REQUIREMENTS: The Contractor shall meet the following selection requirements: 1) Demonstrated ability to produce broadcast-ready radio programs, and to deliver those programs to the programmers in studio. 2) Demonstrated ability to write and present in a clear, accurate and objective style that provides VOA's international audience with a better understanding of the aforementioned health issues and of the treatments in a practical and comprehensive manner. The Contractor's entire scripts are edited by English Features editorial staff in close consultation with VOA Health Programming staff. 3) Demonstrated international experience in health-related issues in the developing world and/or a health-journalism background. 4) Ability to work and report in a multicultural and multi-linguistic environment and setting. Familiarity and fluency in one other language currently serviced by VOA is an asset, but not a requirement. 5) Ability and desire to travel internationally. The Contractor shall travel frequently and prepare reports for broadcast while in the field. The Contractor shall be expected to travel to Africa, Central, East and South Asia. 6) Working familiarity with professional digital sound recording and editing techniques. 7) Ability to work independently, meet deadlines and working in a fast-paced news environment while juggling multiple tasks. A contract award will be made by the Contracting Officer based on: A) the Offeror's Capabilities/Experience; and B) the Offeror's price for this effort. Between the two (2) Selection Criteria, please note that the Offeror's Capabilities/Experience is significantly more important than price. (vii) DELIVERIES AND PERFORMANCE: The period for performance shall be one (1) year from date of contract award with two (2) optional one-year periods, which may be exercised at the Government's discretion, subject to availability of funding for the intended purpose. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items is hereby incorporated by reference. Offerors are reminded to identify and submit their DUNS number with their proposal. Offerors responding to this solicitation shall submit the following items to the contracting office: (1) Technical proposal with clear and concise narrative addressing each selection criteria that demonstrates the Offeror has previously and successfully delivered same and/or similar services. (2) Detailed narrative explaining its approach to meeting the specifications of this requirement, including an estimated time schedule for completion. (3) Separate Price Proposal. (4) Past Performance information with listing of same and/or similar work as this requirement, noting the point of contact, telephone and facsimile numbers, e-mail addresses, description of project, schedule, price and date completed. (ix) FAR provision FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. The Government will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible Offeror whose offer conforming to the RFP will be most advantageous to the Government based on technical, price, past performance and other factors. (x) Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Proposals must also include prompt payment terms and correct remittance address, if different from mailing address. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b)(3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act (41 U.S.C. 10a - 10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note). (ii) Alternate I of 52.225-3, (iii) Alternate II of 52.225-3. 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332). (xiii) 52.232-19 Availability of Funds for the Next Fiscal Year applies to this procurement. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) None of the CBD numbered notes are applicable to this procurement. (xvi) Failure to provide any of the above-required items may result in the rejection of your proposal.
