- The Bureau of Labor Statistics intends to enter into a contract for research services to provide export assistance to the Bureau?s International Price Program in the development of new procedures for handling pricing of intra-company transfers. Incumbent will also ensure that indexes are based on sound economic and statistical principles and consistent with the use of these series. Total cost for this requirement is NTE $12,000.00. This project is being established to help ensure that the process and procedures currently in place to price this critical component of U.S. trade are properly grounded in economic theory, appropriate to use to determine a deflator, and consistent with price index number theory. These procedures must take into account the variety of industrial organizational models at play in intra-firm trade, including imperfect competition (monopolistic competition and oligopolies) and perfectly competitive markets. DESCRIPTION: I. Objectives The purpose of this project is to provide expert assistance to the Bureau in reviewing the proposed new procedures for collecting intra-company transfer price data. These data are critical to the construction and publication of the U.S. Export and Import Price Indexes. II. Description and Scope of Work In order to ensure the project will be of practical use to the Bureau, researcher will be expected to confer with William Alterman of the Bureau?s Division of International Prices. In addition, all topics for research and analysis should be approved by Mr. Alterman. Mr. Alterman will be responsible for ensuring researcher?s requests for any empirical analysis based on the IPP database will be completed and distributed as quickly as reasonably possible. This research should focus on answering 2 questions: 1. Are the proposed procedures for the collection of prices in intra-firm trade consistent with sound economic and index number theory? 2. Are these procedures particularly consistent in light of the significant volume of trade that is associated with firms operating under imperfect (e.g. monopolistic) competition. 3. Are fallback procedures consistent with the Program?s need to maximize the likelihood of collecting usable data. This project requires an individual who has worked extensively with transfer prices from both a conceptual and operational perspective, and who demonstrates a detailed knowledge of IPP?s data collection procedures. This review will be carried out over the following period: July 7, 2003 to September 30, 2003. III. Inspection and Acceptance Final inspection and acceptance of the research paper called for in the project will be made by designated staff of the Office of Prices and Living Conditions.
