Description
A/E Design Services =96 SOURCES SOUGHT: Provide professional Architect/Engineer services to include site evaluation, testing, determination of requirements, feasibility study and recommendations, construction phasing recommendations, planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates and construction period services as necessary for demolition, construction, inspection, testing and certification of all work for project 534-04-103, "Transport and Processing Renovations" at the VAMC, Charleston, SC. Project is intended to replace three (3) existing non-functional dumbwaiters with two (2) new dumbwaiters. These dumbwaiters are required to meet infection control needs to isolate sterile and soiled item transport routes between the second (2nd) floor Surgery Suite and the newly constructed Supply, Processing and Distribution (SPD) area on the third (3rd) floor. Dingy, outdated and worn interiors will be renovated for the three (3) main passenger elevators. Shunt trips will be installed in the three (3) main passenger elevators and the two (2) supply elevators to meet fire safety code requirements. In order to provide a horizontal transport capability from the "clean" dumbwaiter to the Surgery Suite, a clean core area of approximately 1,000SF will be created by renovating a portion of the vacated SPD area on the second (2nd) floor. Additional processing and sterile storage space of approximately 1,100SF will be provided for the decontamination and sterilization area on the second (2nd) floor by relocation of existing sterilizers and limited renovations of vacated SPD sterile storage space. HVAC deficiencies will be corrected in the sterile processing area. Discipline involved is primarily Architectural, but will also include Structural, Electrical, Mechanical, and Fire Protection disciplines. All professional services shall be a part of the design team announced in the 254s and 255s. =20 Specific A/E evaluation factors, not in priority order shall be: 1) Team proposed for this project:=20 Professional qualifications of the entire team in the areas included above. The team will be given particular attention for its overall coordination; previous experience in working together as a team, and estimating capabilities. Individual members of the team will be considered for their professional qualifications and experience relevant to the project. 2) Previous experience of the proposed team:=20 Prior experience by all members of the team in the design of alterations, maintenance, and repair projects, development of conceptual designs, and preparation of construction documents including estimates and specifications. Specialized experience and technical competence by all members of the team in health care facilities, government agencies, and the Department of Veterans Affairs facilities. 3) Proposed design approach for this project: Proposed design philosophy, anticipated problems and potential solutions.=20 4) Proposed Management Plan: Team organization for conceptual, design and construction phase. Ability to meet project specific deadlines. =20 5) Location and facilities of working offices within a 250 mile radius of Charleston, SC, including the prime firm and consultants. =20 6) Other: Techniques planned to control the schedule and costs, personnel responsible for schedule and cost control, estimating effectiveness of the ten (10) most recently bid projects, AutoCAD Release 14 capabilities, Internet accessibility, past litigation involvement, etc. A/E firms are required to respond in writing if interested and shall submit a completed SF 254 (A/E and Related Services Questionnaire) and SF 255 (A/E Related Services for Specific Projects) to the following:=20 Chief, Network Logistics Office (509/10N7/NLO), Attn: Sylvia D.
