- NA MARKET SURVEY DESCRIPTION MARKET SURVEY #TFFT-001 HEAVY TACTICAL VEHICLES TACTICAL FIRE FIGHTING TRUCK (TFFT) DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is i t a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary, and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on in formation requests. Data submitted in response to this market survey will NOT be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. POTENTIAL REQUIREMENT: The Program Manager, Heavy Tactical Vehicles is interested in acquiring a reprocurement of the Tactical Fire fighting Truck (TFFT). The TFFT will replace unserviceable commercial Fire Fighting Trucks that are part of Army units Table of Organization & Equipment (TOE), with tactical off road Fire Fighting vehicles capable of meeting the documented User requirements. A Purchase Description is included in the Market Survey as Attachment 1. This program is supported by the Army Engineer School (USAES). The TFFT is designed to respond, suppress, and extinguish aircraft, petroleum, brush land, and structural fires at isolated military installations and sites worldwide while operating in various extreme environmental conditions. The tactical fire-figh ting mission requires a significant high-speed off-road capability, which is obtained through the use of the combat-proven HEMTT chassis, built by Oshkosh Truck Corporation of Oshkosh, Wisconsin. Use of the HEMTT chassis also provides logistics commonalit y with the fielded fleet. Background Information. A Defense Supply Center Philadelphia (DSCP) contract award for a quantity of four TFFT was issued to Pierce Manufacturing, Inc., a subsidiary of Oshkosh Truck, in September 2000. These vehicles are currently undergoing Produc tion Verification Testing (PVT). An order for an additional 39 TFFTs was awarded to Pierce in February 2003. The Government intends to procure 93 additional fire trucks over a four-year period. The type of contract contemplated for this program is a fixed price requirements type contract over a period of four years with two option years. It should be point ed out that there is no guaranteed minimum quantity and all procurements are subject to availability of funds. In support of this potential requirement, the Program Manager, Heavy Tactical Vehicles (PM-HTV), TACOM, is conducting market research to determine what alternatives might be available. This announcement is to provide potential offerors an opportunity to provide information relating to this vehicle they believe could fulfill anticipated PM-HTV requirements. The initial phase of this market research consists of a Market Investigation Questionnaire.
