NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This is a firm-fixed price service requirement. Scope of Work: Purchase and Installation of 3 Position 3 Phase Voltage Selector Switches and Load Testing for 24 Cat Olympian Generators at the FEMA Warehouse, Barrigada, Guam. 1. The Contractor shall install 24 voltage selector switches on the generators below. The required work will include: pur chase, shipping and installation of 24, 3 position 480/277, 208/120, 240/120, 3 phase, voltage selector switches; all cabling and supplies needed to properly and safely install the switches, the labor and personnel travel costs. Each generator will be ins pected by the contractor to insure circuit breaker compatibility with the voltage selections available after switch installation. If necessary, the contractor shall be required to purchase and install a suitable output circuit breaker with all of the nece ssary hardware. Upon completion of all modifications, the contractor will be required to perform a full 50 minutes load test of each generator to insure full mission capability FMC and safe operation. The contractor will provide complete documentation of a ll work performed and test results. All labor costs, equipment and tools necessary to complete these tasks will be supplied by the contractor. This work is to be performed at the FEMA warehouse in Baragada, Guam. Contractor must contact Marcello Esperon 671 888-0017, FEMA Warehouse Manager, 24 hours in advance to obtain acces s to the facilities, unless other arraignments have been made by the COR, the contractor or by FEMA. 3. The installation of the selector switches will include load testing the finished generators. A 500KW capacity load bank will be provided by FEMA; howe ver, if the load bank is damaged the contractor will be responsible for the repair or replacement of the load bank. These generators have been prepared for storage and do not have fuel in the day tanks. These tanks will remain empty throughout the load t esting process. This will be accomplished by using an external fuel source. Fuel caddies will be provided by FEMA, fuel must be provided by vendor for load testing. Each of these units are equipped with fuel quick disconnects on both the supply and retu rn lines to assist in this testing process. The return lines must be connected to the external fuel source, to insure no spent fuel is returned to the units day tank. During load testing, the contractor will be responsible for clean-up and disposal of al l HAZMAT spills, and related materials. At each point in the load testing, readings will be taken on all three legs plus each leg to neutral, for voltage, amperage and hertz. These values will be documented along with engine temperature and RPM. A Power factor of .8 is used during the testing. The Standby KW rating is used to determine the percentages for the Load Testing thresholds. The load testing procedure wi ll follow the following guidelines: a. After testing equipment connection the generator is warmed up at no load a minimum of 10 minutes. b. load testing at 30% a minimum of 10 minutes per percentage; c. load testing at 50%; d. load testing at 80% e. Gener ator cool down under no load required a minimum of 10 minutes. 4. Upon completion of all tasks, a representative of the CO and/or FEMA will inspect each generator. This inspection will include but not necessarily be limited to quality of workmanship and c ondition of unit safety, mission capable, cleanliness, fluid levels, etc.. The contractor is responsible for the correction of any discrepancies found pertaining to the scope of this project. Any adjustments to the individual units will be documented and submitted with the unit. All documentation will be submitted at the time of inspection for each unit. The acceptance of each unit is dependent on the individual inspection results. Prior to generator acceptance vendor must disconnect and rewrap negativ e battery cable with electrical tape. 5. Any discrepancies outside of this scope of work found by the contractor will be documented and the COR will be notified. 6. Completion Period for all work including the load test will be 30 days from receipt of the notice to proceed. 7. Safety Requirements. The Contractor shall comply with the applicable portions of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1, dated 3 September 1996, and all changes and amendments thereto, for review see website: http://www.usace.army.mil.
