Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) to various fleet and shore activities for the Naval Air Technical Data and Engineering Service Command (NATEC) from Lockheed Martin Aeronautical Systems Support Company, 86 South Cobb Drive, Marietta, GA 30080-7605. Lockheed Martin is the Original Equipment Manufacturer (OEM) of the equipment to be supported. This effort includes for the purpose of informing, instructing and training Navy Personnel in the installation, operation and maintenance of C-130, P-3, S-3 aircraft and Common Automated Test Equipment (CATE). Additionally, Provide support on the C-130 on which major enhancements include advanced, two-pilot flight station with fully integrated digital avionics, MIL-STD 1553B data bus architecture, color multifunctional liquid crystal displays, and head-up displays. Additional enhancements include state-of-the-art navigation systems with dual embedded Global Positioning System, Inertial Navigation System, mission planning system, low power color radar, I-5 digital map display, and new digital autopilot. The C-130 incorporates extensive Built-In Test (BIT) integrated diagnostics with an advisory, caution, and warning system, and new higher power turboprop engines with more efficient six-bladed all-composite propellers. Provide support on the CATE Program S-3 Dynamic Alignment Test Set and AN/USM ? 403 Hybrid Test Set, including interconnecting devices, software, and documentation for testing weapon replaceable assemblies and systems replaceable assemblies. Provide support on P-3 avionics system interface and interplay (operation of major/minor systems installed). Includes the airborne systems and related support and test equipment. In addition, provide support on P-3 structures, control surfaces, rigging, environmental control systems, landing gear, engine mountings, fuel systems, hydraulic and pneumatic systems and other airframe related auxiliary equipment. Provide support on the S-3 integrated avionics systems, including electronic surveillance, infrared, radar, weapons release and on-board computer interface systems. Provide engineering technical solutions for system errors. Additionally, provide support on airframe and hydraulic equipment and associated systems. Lockheed Martin is the only source with the technical support personnel capable and familiar with the systems able to perform the services including developing solutions to problems not readily resolved in the field. No other firm possesses the required data and technical representatives with expertise on these systems. The government does not possess the required data, knowledge of equipment modifications, or engineering expertise, which precludes the use of a competitive procurement. A nine (9) month base period with five (5) option periods is anticipated. The period of performance is 01 January 2004 through 31 December 2008 if all options are exercised.
