- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 11. This Procurement is issued as a small business set-aside. See numbered note 1. The Standard Industrial Code is 7389/NAICS 561920 with a small business standard of $6.0 M. The agency need is an event planner to perform tasks as identified in the below CLINS/Statement of work for day and evening rehearsals and the hosting of several events for a ship leading up to the Commissioning Ceremony at Naval Base Coronado , Pier K, San Diego, CA. Navy Public Works Center (13-27 July 2003): CLIN 0001: 13 July 2003: 12? x 56? rental trailer with bathroom facilities; sewage pumping required approximately 3 times/week. CLIN 0002: 13 July 2003: One dedicated plain paper fax machine, one portable water dispenser with 3 five-gallon containers and 500 cups, one copier (capable of sorting, zooming, duplexing, and enlarging with extra toner?Xerox model 5034 or better is required, 2 laser printers, (HP 4050 series or better), one case of 8.5? x 11? and one ream of 8.5? x 11? copy paper. CLIN 0003: 24 July 2003: 6000 chairs (all the same color) required; chairs to be set up NLT 1800, 24 July, per the layout plan and removed NET 0700 27 July. CLIN 0004: 24 July 2003: one 80? x 120?, one 20? x 20? and two 40? x 60? tents required; tents to be located per the layout plan; tents to be anchored to the pier using surface mounted anchors (concrete weights, water filled container, etc); no penetrations into the pier (ie tent pegs); Tent to be set up NET 0800 24 July and to be completed NLT 1800 24 July; Tent removal to start NET 0700 27 July and to be completed NLT 1200 28 July. CLIN 0005: 23 July 2003: 30 portable toilets set up per the layout plan; 4 handicapped toilets (34 toilets total); Set up NET 0800 24 July and to be completed NLT 1800 24 July; Remove NET 0700 27 July and completed NLT 1200 28 July; No services required. CLIN 0006: 23 July 2003: Sectional type stage with adjustable height desired; 12? x 16? press stand; Capable of accommodating NLT 15 photographers with equipment; Stand to have side rails; steps and carpet and should be blocked; Stand to have railings on the back and sides; Set up NET 0800 24 July and completed NLT 1800 24 July; Remove stand NET 0700 27 Ju ly and complete removal NLT 1200 28 July. CLIN 0007: 23 July 2003: 30, 3? x 8? folding tables with white skirts and covers; Table set up NET 0800 24 July and completed NLT 0700 26 July; Table covers and skirts to be assembled 0700 26 July; Removal of tables to commence NET 0700 27 July and be completed NLT 1200 28 July. CLIN 0008: 24 July 2003: 50 trash cans (50 gallon); Trash bags provided; Cans to have bunting of fresh white paint; Set up NET 0800 25 July (placement of cans TBD) and completed NLT 1800 25 July; Remove cans NET 0700 27 July and completed NLT 1200 28 July; Daily trash removal services required. CLIN 0009: 21 July 2003: Portable PA system required for commissioning ceremony rehearsals; System required 21 July to 24 July from 0700-1000 and from 2000-2200; Portable microphone required; High volume/high power required to ensure adequate sound coverage along the pier aboard the ship CLIN 0010: 24 July 2003: PA system with 6 speaker towers capable of addressing an outdoor audience of 6000 required; Seating will be ?open? vice ?concert-style?; Microphones required at speaker?s podium, XO?s podium and Band location; 4 lavaliere microphones to wire the OOD, POOW, SM and one additional (TBD); Power to be available at the press stand (if a generator is required it is to be ?silent?); 2 mault boxes required at the press stand; Set up PA system in time for rehearsal 0700 25 July and is to remain set up for the ceremony 26 July; Removal of system can commence upon completion of the ceremony (2200 26 July) and is to be completed NLT 1200 28 July. CLIN 0011: 20 July 2003: 2 executive, closed front wooden podiums (podiums are to be identical to each other, high quality, and are to have an easily assessable internal shelf for the speaker?s note books); Set up at the ship?s QD NLT 1200 21 July; Remove podiums NET 2200 26 July (following the ceremony) and to be completed NLT 1200 28 July CLIN 0012: 21 July 2003: 3 electric golf carts or equivalent required 21-27 July for use in setting up the site and for transportation of elderly guests CLIN 0013: 21 July 2003: 3 light towers required; 2 towers may be remotely operated; Central tower to be a scaffold type tower with sufficient room to hold equipment; two operators and one director (operators to be provided; director to be provided by ship?s company); Towers to be used to illuminate and darken the entire ship on command, illuminate and darken the QD on command, and illuminate up to 5 other locations on command; Lights should be pre-aimed and fixed IOT provide the proper level of choreography for the ceremony, Set up 22 July and remove NLT 1200 28 July. CLIN 0014: 25 July 2003: 2 illuminated directional signals for traffic control (sign message TBD); Set up signs NET 0800 25 July and to be completed NLT 1600 25 July; Remove signs NET 0700 27 July and to be completed NLT 1200 28 July The requirement is for a firm-fixed price type contract with 14 CLINs. Contractor is to provide a unit price for each CLIN and toal their price. Contractor is also required to provide a technical plan explaining how it will meet the required delivery schedule. The Period of Performance is listed above in the CLIN descriptions. In accordance with 52.211-8 Time of Delivery, all services must be performed in accordance with the schedule?no deviations are allowed. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contra ct. This decision is solely the decision and right of the Government. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. Provision 52.212-2 Evaluation Commercial Items applies with paragraph (a) completed as follows: Award will be made to the Offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable the Offeror must furnish product literature that demonstrates that the offeror can meet all requirements stated in the above purchase descriptions. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage cod e, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation.
