Description
The Naval Inventory Control Point, 700 Robbins Avenue, Philadelphia, PA intends to procure form, fit and enhanced function replacements for the gyros listed below: 1. 1080Y Displacement Gyroscope used on CH-53E and MH-53E aircraft. 2. TRU-2A/A rate Gyroscope used on CH-53E, M-53E, SH-60B, SH60F, and HH60H aircraft. 3. 11000 and 65901-02003-102 Rate Gyroscopes used on CH-53E and MH-53E aircraft. 4. 70901-21913-104 Rate Gyroscope used on HH-60H, SH-60-B and SH-60-F aircraft. 5. 1316940-1 and 15868-1A Rate Switching Gyroscopes used on EP-3E and P-3C aircraft. 6. 15885-1C Displacement Gyroscope used on EP-3E and P-3C aircraft. 7. T751AJB3A Rate Gyroscope used on CH-46E aircraft. The enhanced function consists of Built-in-Test (BIT), a minimum 7,500 hour mean-time between failures (MTBF) for the displacement gyro program, a minimum 20,000 hour MTBF for the rate gyro pr ogram, and a minimum service life of 10,000 hours for each unit. Any software required to implement the design should be loadable and updateable through an external connector on the unit. The intent is to procure a family of gyros for the particular gyro type application that uses a common gyro engine for angular displacement and rate sensing. Installation of a replacement gyro type shall require no change to the aircraft mounting interface or aircraft electrical interfaces. Each replacement gyro type shall mount in the exact location/mounting interface in the aircraft and shall use the same electrical input/output interfaces and connectors to the aircraft system. This procurement will be supported by an Organizational to Depot maintenance philosophy. The Navy procurement quantity range is 400 to 500 displacement gyros and 3000 to 4,000 rate gyros plus associated hardw are. All submissions should include, but are not limited to the following: A. Company information including production processes and capabilities. B. Similar products that your company produces and has fielded. C. Replies to the following questions: 1. What is the predicted reliability (MTBF) for your product? a. What is the basis of this estimate? b. What environment and assumptions are used in this MTBF prediction? c. Are there any similar products fielded that have reliability data to substantiate predicated reliability? d. What design, analysis and test procedures are normally used to improve the reliability of your product? e. Can the vendor perform Highly Accelerated Life Testing? 2. Are there any scheduled maintenance requirements for the product? 3. What environmental requirements are the products designed to withstand? a. Have previous products been qual ified to MIL_STD 810? b. What design processed are used to reduce risk of failures during qualification testing? 4. Does your product include Built-In-Test (BIT)? a. What is the predicted BIT coverage? b. What is the basis for this estimate? c. What design, analysis and test procedures are normally used to improve the BIT maturity of your product? Interested sources must be able to demonstrate their ability to: - Satisfy existing program form, fit, function, and interface (F3I) integration and commonality requirements; - Meet the required MTBF; meet the targeted systems availability; deliver evaluation units within six months after contract award; - Meet a turnaround time for commercial depot of two calendar days; - Deliver production unit to support platform integration over a 48 month period starting in calendar your 2005; - Support a manufacturing capacity i n excess of 95 units per month. Additionally, interested sources must have an established a documented quality assurance program, parts selection and control process, software and hardware configuration, management process, software development process, and software verification process. This documentation shall be made available to the Government upon request. Qualified vendors shall maintain a Software Engineering Institute (SEI) Software Capability Maturity Assessment at or above Level 3. ISO 9000 qualified vendors are preferred, but not required. Domestic and foreign country source will be considered. Prospective sources will be required to have a DOD security classification at the CONFIDENTIAL level. The replacement gyros shall be warranted for one year from date of delivery, with options for additional out-year warranties. The replacement gyros will be either commercial off-the-shelf or non-developmental items. They will be qualified to the current environmental requirements for the H-46, H-53, H-60 and P-3 aircraft variants, to include shipboard operations. The selected vendor will be required to demonstrate the capacity to establish and maintain a repair of repairables and commercial depot program for the items under consideration. The Navy will not pay for pro duct research, development, qualification testing, re-packaging, re-design and/or information received in response to this announcement. The Navy may use support contractor employees for DSC Inc., ISI (Information Spectrum, Inc.), Titan Corp., and Raytheon Technical Services Co (Indianapolis, IN) to assist in the procurement evaluations. Any proprietary information received in response to this announcement will be treated as confidential information.
