Description
NAICS Code: 44312 Under authority granted in FAR 6.302-1, the US Environmental Protection Agency intends to seek a quotation on a SOLE SOURCE BASIS from ESi (Emergency Service Integrators) for a WEB EOC Professional Software License, MapTac Software, along with training and installation. This software is intended to bring real-time emergency information management capabiliies to the EPA's emergency response team located at Edison, New Jersey. The following features hae been determined to be essential in running and monitoring a simulated crisis and represent the Government's minimum needs: (1) Licensed per server with unlimited users; (2) Simultaneous display of multiple status boards that are updated in "real time" without user intervention; (3) Unique "Board Builder" interface that allows the user to create custom status boards and forms using only a browser; (4) Supports any third party form or web builder application tool; (5) Simulation tool that allows user to input drill/exercise data and automatically release data based on scenario timeline to individual status boards; (6) Can be installed standalone, local network, internet classified network; (7) Provides a tactical map viewer/display application (MapTAC) that can be used with any mapping or GSI system; (8) Works with low cost projectors for display of status boards, maps, videos; (9) Unique interface to provide a universal tool for integration with other systems/applications; (10) WebEOC license is owned by the customer and can be locally installed and maintained. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisiton based upon responses to this notice is solely within th discretion of the Government.
