- Description
- NASA/JSC has a requirement for battery testing equipment consisting of one system allowing automated testing of batteries and cells. The system is eight channels, -5V to +15V, and has a 15-amp capability with current ranges of high 15A, medium 5A, and low of 1A. In addition, the system will be equipped with 8 auxiliary thermocouples, 8 auxiliary voltage leads (-5V to +5V), and have the capability to control a thermal chamber. The system is equipped with its own PC and software package. NASA/JSC intends to purchase the items from Arbin Instruments with the authority of Federal Acquisition Regulation 6.302-1(a)(2)(ii). Arbin Instruments provides a unique compatibility of existing equipment and software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 25, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
