Description
58 - The United States Special Operations Command (USSOCOM) has a requirement to procure up to ten each Digital Video Broadcast Server (DVBS), Engineering Development Models (EDMs) for testing in other than laboratory environments. DVBS is a Ka/Ku wideband receiver, weighing less than 10 lbs, and is .2 cubic feet (8.5" X 7.6" X 4.1"). The Government intends to purchase these DVBS?s awarding a firm fixed priced contract using sole source procedures. The authority cited for this procurement is 10 USC 2304C(1), as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Request for Proposal for this acquisition is USZA22-03-R-0033. The North American Industry Classification System (NAICS) is 334220 with a small business size standard of 750 employees. The EDMs will use NSA certified external decryption capabilities. These units will simultaneously provide classified video and audio, unclassified video and audio, and data. Received data can be reassembled into stored files and made available via its server capability over a network. A web based user interface allows DVBS to connect to a variety of operator workstations. Based on a Market Investigation it appears that the only source that can satisfy this requirement is Raytheon Systems, 7700 Arlington Boulevard, Falls Church, VA. See numbered note 22.
