Description
Building 50 is an existing, steel-frame, seven-story building with two (2) basement levels comprised of approximately 115,000 gross square feet. Previous renovation contracts completed to date have included construction of the new masonry exterior, the new exterior glazing, the new roof with insulation, the new freight elevator, new structural framing, and new concrete metal deck floors slabs. The scope of work of this solicitation/contract (identified as Base Work) includes but is not limited to following: Fit-out of the first floor including the creation of a new entrance lobby, new offices and all interior systems and finishes (The locker room areas are being renovated under a separate contract and are not part of this solicitation package). Improvements to the second, third and fourth floors for creation of shell space. Fit-out of the seventh floor including all interior systems and finishes. New Passenger Elevator #1 All rooftop mechanical equipment, associated curbs and dunnage. Cutting and patching of the roof as required. Shaft walls at all floors surrounding existing concrete Stairs #1 and #2. Shaft walls at all floors surrounding Passenger Elevator #1, Future Passenger Elevator #2. Shaft walls at all floors for electrical conduit, plumbing pipes and HVAC ductwork. Application of a topping to level the existing surfaces of the concrete slab construction on floors one (1) through seven (7). Fireproofing of the existing steel structure. Installation of fire protection systems. The base work does not include the fit-out of the Fifth and Sixth Floors. That work is to be accomplished as Bid Option #1 and includes but is not limited to the following: Fit-out of the fifth and sixth floors including all interior systems and finishes (All shaft walls for mechanical, elevators and stairs passing through the fifth and sixth floors shall be constructed as part of the Base Work). The exercise of option one is subject to the availability of funds. The magnitude of the total construction project is between $5 - $10 million. This acquisition will be full and open competition. The NAICS Code is 233320. The Size Standard is $28.5 Million. The duration of the entire project is approximately 270 calendar days from issuance of Notice to Proceed This will be a best value negotiated acquisition. The Government intends to select a contractor with the technical and managerial experience necessary for contract execution and who possesses a history of satisfactory performance at a fair and reasonable price to the Government. Technical and management factors may include but not be limited to the following: 1) proposed teaming structure and subcontractors; 2) work plan; 3) relevant team experience with multistory renovations for administrative spaces, including HVAC and electrical systems. A pre-proposal conference and site visit will be held at the NCTR, the specific date, time and location of the conference will be provided in the solicitation document. Solicitation 222-03-2007 (P) documents and specification may be downloaded from this site http://fedbizopps.gov. There will be a non-refundable charge of $155 for the bid documents. Plans will be full size. Payment must be made by company check or money order and made payable to the Food and Drug Administration.
