Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 263-03-P(GQ)-0071 and is issued as a request for proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2001-14. The North American Industrial Classification System (NAICS) code is 334516 and small business size standard is 500 employees. The National Institute of Health (NIH), National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) in Bethesda, Maryland has a requirement for a Post-Column Imaging Filter. The NIH intends to contract with Gatan, Inc, 780 Commonwealth Drive, Warrendale, PA 15086, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Gatan, Inc. is the only known source that can meet the requirements. Any firm that believes that it can meet the below specifications may submit an offer to National Institutes of Health. The institute requires a post-column imaging filter for research involving automated cryo-electron tomography. The post-column imaging filter shall be capable of the following: 1.The filter shall mount directly below the film plate chamber of an existing Government owned FEI manufactured Tecnai 12 TEM (transmission electron microscope) and be compatible with the energy filter control and low dose data acquisition software with automatic beam blanking embedded in this energy filter ready TEM’s user interface. 2. Operating at electron energies of at least 120keV(kiloelectron volt). 3. Energy filtered images, diffraction patterns, transmission electron microscope images, and energy loss spectra collection shall be accomplished using a 2048 pixel x 2048 pixel fiber-optically coupled CCD (charge coupled device) camera. 4. Third order corrections for major aberrations in the image shall be accomplished by the design of the electron optics in the imaging filter. 5. The filter specifications will be equal to or better than: 1.0% for image distortions and within 1.5 electron volts for isochromaticity. 6. Shall include software capable of automatically re-align each element. 7. Shall be controlled through the Tecnai User Interface and through custom user-written software for microscope control and automation. 8. The post-column energy filter will include: spectrometer and filter hardware, an entrance flange, pneumatic aperture assembly, magnetic prism, pre-slit quadrupole assembly, post slit quadrupole, sextupole and octupole assembly, retractable TV-rate camera with monitor or equivalent functionality, and a 2k x 2k CCD camera with a dynamic range of at least 16000:1. 9. All offerors are encouraged to accept the trade-in of an existing government owned GATAN manufactured CCD camera Model 1000 as partial payment on the required Post-Column Imaging Filter. The existing Gatan 1000 CCD camera is fully operational and within 100% original factory specifications. Site Visit: All interested offerors are invited to inspect the existing facility and local conditions that will effect the installation and operation of the required equipment/installation. The site will be made available for inspection for all available for inspection for all prospective offeror at Building 50, Room 1513, at 11:00am on June 26 2003. During the inspection, questions concerning the local conditions and problem that may arise will be discussed. However, nothing done or said during the inspection shall be considered as altering, modifying or qualifying any contract resulting from this synopsis/solicitation, unless such change is made in writing by the Contracting Officer. In no event will failure to inspect the site constitute grounds for rejection of a offer. Award will be made to the lowest, responsive responsible offeror meeting all the performance specifications specified herein. The Government anticipates the award of a Definite Delivery contract. Delivery shall be F.O.B. Destination, inside delivery and the equipment shall be deliver 150 days after contract award. The Government will evaluate based on F.O.B. Destination, acceptance at Bethesda, Maryland, and the requirement of 52.214-21 “Description Literature” apply. Information provided must demonstrate the equipment’s ability to meet the specification described herein. Invoice for payment shall be submitted after delivery and acceptance by the Institute. A complete copy of the provision FAR 52.212-1, Instructions to Offerors – Commercial Item and a complete copy of the provision 52-212-3, Offeror Representations and Certifications – Commercial Items is required as part of the offer. The latter provision includes the DUNS Number Addendum. The resulting contract will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items and the requirement contained in FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items. Full text copies of the representations and certifications or other cited provision and clauses may be obtained from http://www.arnet.gov/far/. A complete and signed “Offeror Representation and Certifications- Commercial Items – with DUNS Number Addendum must accompany offers. Descriptive literature, warranties and/or other materials that demonstrate that the offer meets the stated requirements must also accompany offers. Information furnished should include enough material to conduct a proper evaluation. The Contractor will be paid following delivery and acceptance of the equipment. Sources demonstrating the capability to accomplish the above shall provide pertinent information that is in sufficient detail to demonstrate their ability to perform within 15 days of this notice. A determination by the Government not to complete this proposed contract based upon the responses to the notice is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
