Description
The work shall consist of furnishing all plant, labor, equipment, materials and supervision to complete construction work under PQWY 02-4001, Replace Boilers and Radiators, at McChord AFB Washington. Work includes but is not limited to the removal of the existing oil fired hot water heating boilers, hot water supply and return piping, buried oil tanks, and radiators; replacement of said systems with modern, more efficient systems; and the repair of any damage caused by the work IAW specifications and drawings. The magnitude of construction is between $1,000,000 and $5,000,000. The current applicable NAICS is 238220. The small business size standard for the NAICS is average annual gross revenue of $12,000,000 over three years. In conformance with FAR 19.1300 this acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition please provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (1) SBA certification of HUBZone eligibility, (2) capability statement of your firm, and (3) a positive statement that your firm intends to propose on this acquisition. Based on responses received to this notice, the Contracting Officer will make a determination if there is not a reasonable expectation of adequate competition from HUBZone certified firms, the acquisition will be conducted using full and open competition. The contract type will be an Indefinite Delivery Indefinite Quantity (IDIQ) with (1) prepriced base bid contract line item followed by five (5) prepriced option contract line items. Evaluation for award will be based on the total of all contract line items. The period of performance is 365 calendar days. The solicitation will only be available via www.eps.gov. Issuance of the solicitation will be on or about 18 April 2003. Any and all amendments to the solicitation will be posted only to the Electronic Posting System at www.eps.gov.
