- Description
- The National Institute of Standards and Technology (NIST) intends on entering into a sole source simplified acquisition with Computer Aces, Potomac, MD 20854, under the authority of FAR subsection 13.106-1(b)(1). This procurement is for continued support of a number of activities in the Optical Technology Division, including ongoing support of the Infrared Spectral Emittance Characterization Facility (ISECF), the Spectral Tri-Function Automated Reference Reflectometer (STARR). In order to accomplish the required tasks, the contractor must have detailed knowledge and understanding of these facilities; this includes not only their function, but also how all the components operate and how they are and need to be controlled in the context of the facility measurement processes. For instance, for the ISECF, this includes 14 temperature sensors, 7 blackbodies, 8 power supplies and controllers, 14 motorized stages for linear and rotation motion and 4 controllers, two Fourier transform spectrophotometers for spectral selectivity, 8 filter radiometers, one monochromator, 2 lock-in amplifiers, 3 nanovoltmeters, 3 temperature and humidity monitors, 4 water flow monitors, and water shut off and thermal switch activated emergency interlock devices, as well as 5 pc computers, RS-232 and GPIB communications, C++, Visual Basic and LabView programs. Computer Aces has the combination with the instrumentation described above and the required skills to complete this project, in a timely manner, such as: windows-based programming environment for scientific/engineering applications using LabView, Visual C++, Visual Basic, and the BioRad IR Pro and Gramms32 scripting language for FTIRs; expertise in digital signal processing, statistical analysis, FFTs, and mathematical algorithms; knowledge of the interfacing of motion-control devices incorporating optical encoders, digital oscilloscopes, phase-sensitive detectors, GPIB/IEEE compatible devices, network hardware control, interface cards and lasers; ability to use instrument control and signal processing to automate and improve measurement processes and results; and detailed understanding of software and the hardware interface for Emssivity software used to control an FTIR and associated optical components. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. If no affirmative responses are received by July 2, 2003 at 10:00 a.m. the Contracting Officer will proceed with the award to Computer Aces, Inc. NAICS Code 541519 $18m.
