- Description
- Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, through a best-value full and open competitive procurement, program management support services for U.S. Joint Forces Command (USJFCOM), Norfolk, VA. The purpose of the contract is to obtain Program Management support for USJFCOM for Program Development and Planning and for Program Assessment. The actual execution of Programs will not be a part of this contract, nor will assessment of execution contractors? performance. This requirement for Program Management support covers all aspects of C4ISR (Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance) from an operational perspective and is not intended to address routine general and administrative support, although the program supported may be for the development of systems that address routine Command operations. The Program Management support to be acquired is to assist the Program Managers at USJFCOM. This support includes providing various courses of actions available and providing research support, information used as basis of decision making, providing and identifying strategic milestones, analysis of execution to requirements correlation and assessment of completed programs by the Government Program Manager. In addition to support for development of point papers and review and development of alternatives, the contractor shall support development of processes to ensure functional consistency and the evaluation of alternatives. The contract type anticipated is Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity. Anticipated labor categories under this requirement are as follows: Program Manager, Senior Program/Joint Experimentation Support/Manager, Senior Program/Integration And Interoperability Support/Manager, Senior Program/Joint Training Simulations Integration Support/Manager, Program/Joint Training Simulations Integration Analyst, Program/Joint Experimentation Program Formulation Analyst, Program/Joint Integration & Interoperability Analyst, Program/Project Support Engineer, Project Staff Support, and Technical Adviser. The prospective contract is anticipated to be for a one-year base period and will contain provisions for 9 one-year options. The estimated level of effort for the base year is 50,760 hours. The total estimated level of effort, if all options are exercised, is 507,600 hours. The principal place of performance will be in Government spaces at the USJFCOM facilities in Suffolk and Norfolk, VA. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider offerors? technical proposals more important than their cost/price proposals. The Government intends to award a single task order contract. The anticipated award date for this contract is 01 October 2003. All responsible sources may submit a proposal which will be considered by the Government. The applicable NAICS code is 541990 and the size standard is $6.0 million. The solicitation will be available on the following website upon issuance: www.neco.navy.mil. Numbered note 26 applies.
