- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadlephia intends to solicit on an other than full and open competition basis, engineering and technical services in support of the U.S. Joint Forces Command's Joint C4ISR Battle Center. Services are required in support of the analysis of existing and near term technology insertion for the joint war fighter. An estimated 34,600 man hours of support are required during the period from 1 September 2003 through 31 December 2003. The services will be provided through a modification to contract N00140-99-D-H032 with General Dynamics Corp. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The purpose of this acquisition is to allow sufficient time to complete the procurement process for the competitive follow-on. The follow-on requirement has been solicited under request for proposals N00140-04-R-H001 and is still under evaluation. Contract N00140-99-D-H032 is an indefinite quantity, indefinite delivery contract with task orders issued on a cost plus fixed fee basis. The Government intends to solicit and negotiate with General Dynamics since they are the only source that currently has the requisite personnel in place to perform the required services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received. The NAICS code is 541512 and the small business size standard is $21 million. Numbered notes 22 and 26 apply.
