Description
The Internal Revenue Service intend to issue a purchase order on a sole source basis to B. Erard & Associates, 2350 Swaps Court, Reston, VA, for development of a strategy for estimating the federal income tax reporting gap among small corporations. The contractor will examine the available data sources for operational audit data on small corporations and the feasibility of linking these data to the returns of the examined corporations using the Business Returns Transaction File. The contractor will then report on possible strategies for using these data for developing an estimate of the corporate income tax gap. This report will include relevant summary tabulations from the available data as well as a discussion of possible econometric methodologies for generalizing from these data on returns that have been selected for examination to the more general population of all returns filed by small corporations. All responsible sources who can provide the above requirement shall submit written capability no later than 15 days from posted date of this announcement. Contractor submitting a response should demonstrate the following qualifications: (1) an expert knowledge of Examination Operational Automation Database (EOAD), Business Returns Transaction File (BRTF) and Audit Information Management System (AIMS) data; (2) extensive experience with tax compliance and enforcement studies, especially involving tax gap estimation and evaluation of workload selection; and (3) a well-established track record in econometric analysis techniques. All responses shall include FOB point; a POC (name and telephone number); GSA contract number if applicable; and business size. Responses over 10 pages in total will not be accepted by facsimile. All questions must be submitted in writing and received by facsimile on (202) 283-1511 or mail. If no responses are received, the award will be made to B. Erard & Associates. Note 1 ?
