Description
NAICS Code: 334516 The U. S. EPA, intends to negotiate on a sole source basis with California Analytical Instruments, Inc., for a Model 1314 PAS Multi-gas Analyzer coupled with a Mark II 8 Multipoint Sample Selector under the authority of FAR Part 6.302-1. The Air Pollution Prevention and Control Division, National Risk Management Research Laboratory requires a real time multi-gas analyzer to measure concentrations of hazardous gases vapors released from solvent spills under simulated scenarios of terrorist attacks. Model 1314 PAS Multi-gas Analyzer coupled with a Mark II 8 Multipoint Sample Selector allows for sampling and analysis of multiple gaseous pollutants in real time at 8 different locations, at the same time allowing real time sampling and analysis of tracer gases (e.g. sulfur hexafluoride). Furthermore, the instrument is tailored to analyze a wide range of chemicals, including both organic and inorganic compounds. The equipment shall be listed and labeled UL 1301-1 by a third party listing agency approved by the North Carolina Building Code Council. Prior to shipping unlisted equipment to EPA, a field inspection shall be performed by an approved agency. The field inspection shall be performed at the manufacturer's place of business and shall be included in the quotation. If the equipment fails the field inspection, the contractor shall make necessary changes to meet the approved agency's approval. This acquisition will contain the EPA Clause 1552.211-79, Compliance with EPA Policies for Information Resources Management which requires contractors to provide compliant Section 508 services and supplies. EPA source research indicated California Analytical Instruments, Inc., is uniquely qualified to supply this type of equipment. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of supplying this type of equipment. Such documentation must be submitted to the POC withing 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is August 15, 2003. See numbered Note 22.
