Description
NASA/LaRC has a requirement for renewal of AeraLib Library software maintenance support. NASA/LaRC intends to purchase the support from Aerospace Engineering & Research, Inc. who is the only known responsible source that can meet Agency requirements. The AeraLib Software Library provides functionality for the study and analysis of current and future airspace structures, Air Traffic Management (ATM) systems and Air Traffic Control (ATC) concepts. The AeraLib software maintenance support is available only through the software developer, Aerospace Engineering. The renewal of the annual maintenance agreement is required to continue receiving regular updates as new versions of the software are released; access to technical support; prompt notification of bugs, and new documentation as it is published. It would take substantial duplication of time an money for another company to offer a similar product that would meet this requirement, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12, and FAR Part 13, Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 3, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
