Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F40650-03-R-0044 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This is a restricted procurement and NAICS Code is 334418 with a small business size standard of 500. CLIN 0001 Provide Schmidt-Boelter heat flux sensors or equal. Quantity: 27 each. Diameter = 0.062 inches. Lead wire length = 720 inches. Heat flux range = 40 Btu/ft^2-sec. Desired but do not definitely require stranded 36AWG lead wire instead of solid. Sensor face temperature measured with Type E thermocouple, 36 AWG. Require that the sensor face be somewhat contourable. Mark gage face to indicate wafer alignment to aid future contouring. Each sensor should be calibrated, and the emissivity of the sensor coating should be identified. Delivery shall be no later than 31 July 2003. Delivery location shall be USAF Warehouse Receiving #1, 1476 Avenue E, Arnold AFB TN 37389-8000. The FOB shall be Arnold AFB TN. The following provisions applies to this acquisition: FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000), no addenda to the provision. FAR 52.211-6, Brand Name or Equal (Aug 1999); FAR 52.212-2, Evaluation--Commercial Items (JAN 1999). The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement, and (2) price. Technical capability is of more importance when compared to price. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. The following clauses also apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions--Commercial Items. The place of inspection, acceptance, and FOB is Arnold AFB TN. The contractor shall comply with the clauses incorporated by reference in FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. Technical Data shall be provided according to DFARS 252.222-7015, Technical Data--Commercial Items. The assigned rating for this acquisition is DO-C9.
