- Description
- The Department of Homeland Security, Bureau of Customs and Border Protection, United States Border Patrol El Paso Flight Operations is issuing a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation EFO-3-Q-0031 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm's DUNS number. The standard industrial classification code (SIC) is 339113. The small business size standard is 500 employees. THIS IS A SMALL BUSINESS SET ASIDE. This requirement will result in a firm fixed price contract. A single award will be made. BASE YEAR: CLIN 0001 Flight Helmet: Guaranteed Minimum 100 each/Maximum 150 each $__________ each; FIRST OPTION PERIOD: CLIN 1001 Flight Helmet: Guaranteed Minimum 0 each/Maximum 75 each $__________ each; SECOND OPTION PERIOD: CLIN 2001 Flight Helmet: Guaranteed Minimum 0 each/Maximum 75 each $__________ each. Please indicate sizes available and price differences, if applicable. Please list any additional features/optional equipment (other than that required below) that are available and associated costs in your quotation. Delivery shall be within 90 calendar days after award of the contract or subsequent delivery order(s). The minimum requirement is for lightweight helicopter flight helmets, with dual visors (clear and smoke), communication capabilities, earcups, be shock-dampening/energy absorbing, noise attenuating, and with ANVIS night vision goggle mounts. Please submit a medium and a large sample helmet with your proposal, which will be returned at the Government's expense after award. Please indicate which, if any, optional equipment is included on the submitted helmets. Each performance period shall be for 365 days (366 days for leap year) which shall commence at the date of award. Delivery is to be FOB destination to the DHS/BCBP/U.S. Border Patrol Flight Operations, 9C Butterfield Trail, El Paso, TX 79906. Any requirements in excess of the guaranteed minimum will be place by the issuance of Deliver Order(s) issued by a Contracting Officer located at the above address. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Each helmet will be evaluated to determine that they meet the requirements above. In addition to the above criteria, a small exterior size is preferred since the helmets will be worn in small observation helicopters. Peripheral visibility will also be tested. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation, meets the technical requirements, delivery, and provides the best value to the Government. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.
