- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14, items effective May 22, 2003.*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. ******The National Institute of Standards and Technology (NIST) has a requirement for a refurbished Mettler TA-1 Thermoanalyzer System with attachment, refurbished Water Vapor Furnace attachment. Only Mettler brand will be considered. ******All interested offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish one (1) each, Refurbished Mettler TA-1 Thermoanalyzer System with Refurbished Water Vapor Furnace attachment. The system shall include: (1) Integrated apparatus (mounted on heavy-duty chassis) for simultaneous DTA (differential thermal analysis)/TGA (thermogravimetric analysis) under controlled atmosphere or vacuum; (2) High vacuum capability with 60 l/s oil diffusion pump through butterfly valve to balance chamber, 260 l/s oil diffusion pump through butterfly valve to furnace chamber, liquid nitrogen cold trap, mechanical roughing pump, cold cathode gauge, thermocouple gauges, solenoid valves, integrated valve controls; (3) Needle valve for atmospheric bleed-in; analog altimeter type pressure/vacuum gauge; separate bleed-in for reactive gases directly onto sample; (4) Precision balance with ~15g capacity and better than +/- 10 ug sensitivity; balance is situated in water-jacketed high vacuum chamber; sample support rides on ceramic stick on top of balance, with shielding of balance from high temperatures and reactive gases in sample area; recirculating bath maintains constant balance temperature; (5) Fused silica water vapor furnace, with internal heating element, external shield, boiler, condenser and reflux apparatus designed to prevent internal vapor condensation on sample or support, while maintaining high water vapor pressure (~ 0.5 atm) in sample area; cover gas flow out through balance prevents condensation on balance; operation to 800 ?C; spare parts for water vapor furnace (6) High temperature 1600 ?C general purpose MoSi2 furnace with lift; furnace lowers over ceramic muffle tube (~2 in dia with ~1.5 in internal dia workspace around sample for positioning of gas flow tubes, etc.); (6) Medium temperature 1000 ?C general-purpose quartz furnace with internal heating element and external shield; (7) Heavy duty power supplies (transformer and thyristor) and cables for furnaces, three-phase, 208V, 60A; (8) Electronic firmware and interface to PC for balance control and readout, and furnace control and readout of temperature and differential temperature; (9) Software for DTA/TGA calibration, data collection, storage and retrieval; and for furnace programming with multiple ramp/soak loops; (10) Dell Precision WS360 computer (2.6 GHz, 80 GB hard drive, 1 GB RAM, 4xDVD+RW/+R, 3.5? floppy, Ethernet ready, 1394 controller card, Windows 2000) or comparable, Dell Ultrasharp 1800FP flat panel display or comparable, HP 3320 color deskjet or comparable, adjustable wallmount for keyboard and display (ICW model EL-5220-KBF-WM-G or comparable), Logitec cordless Elite Duo wireless keyboard and mouse or comparable; (11) Spare refurbished mechanical vacuum pump, which the pump shall be direct drive, Alcatel 2010 or comparable, 6.8 cfm, with blankoff vacuum three (3) microns or better; (12) Installation; vendor personnel shall complete installation, which means electrical hookup and power up; calibration of electrical and mechanical components; vendor to supply calibration equipment and provide demonstration of proper functioning upon installation as a condition for acceptance of the order; (13) Testing, which includes demonstration of furnace and balance operation, software/hardware demonstration of DTA and TGA functions; vendor to supply necessary electronic equipment for testing and troubleshooting; testing shall be done at time of installation; and (14) Training shall be supplied at time of installation and shall consist of instruction in use of software and firmware. ***The Contractor shall state the warranty coverage provided on the digital control and data acquisition interface on the software and on the computer hardware. The Contractor shall state the warranty coverage provided on the remainder of the refurbished TA1 System, as applicable. ******Delivery shall be FOB DESTINATION and shall be completed no later than 90 days after receipt of order. ******The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ******Award shall be made to the offeror whose quote offers the best value to the Government, technical and price considered. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.) If 24 hour notification was not provided, it is suggested you?re your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address.
