Description
The Air Intelligence Agency is issuing this sources sought synopsis on behalf of their customer, the United States Air Force Force Protection Battlelab (AFFPB). The mission of the Force Protection Battlelab is to identify innovative concepts for protecting Air Force personnel, facilities, and weapons systems and rapidly measure their potential for advancing Air Force core competencies and joint warfighting using field ingenuity, modeling, simulation, and actual employment of exploratory capabilities in operational environments. The Force Protection Battlelab is focused on three broad areas: Force Protection, Counterterrorism and Antiterrorism, and Force Health Protection. Sources are being sought to establish a contract to provide a quick response vehicle for a wide range of support services. These support services include but are not limited to: independent technical studies and analysis; conduct of site surveys and field data collection; evaluation of Force Protection Battlelab and other Department of Defense initiatives; system demonstrations; tests; validation and verification activities. Additionally the Government will require support in the area of modeling and simulation; program management; related administrative, security, documentation generation and presentation support, and program support throughout all of the demonstration or initiative phases. Successful contractor will be required to work closely with contractors under the Force Protection Battlelab Broad Agency Announcement (BAAAIA-03-0002). The AFFPB solicits concepts based on mature technologies through a Broad Agency Announcement (BAA) in the FEDBIZOPS. Contractors propose concepts and ideas that are evaluated for merit and demonstrated. After demonstration of an initiative and based on the outcome of the demonstration, the AFFPB makes recommendations to Air Force senior leaders and the Air Force acquisition community. The recommendations help determine whether or not the Air Force should procure an item, move forward on a concept, or wait for further technology improvements. Once a concept passes the screening and initial research, the AFFPB validates and outbriefs the concept within 18 months. The Government envisions an Indefinite Delivery-Indefinite Quantity contract with a basic year and four option years. The contract will include line items priced on a firm fixed price and cost plus fixed fee basis. All interested sources are requested to provide capabilities and information about existing/developed expertise and experience. Each Capabilities Statement shall note the company?s full name, address, CAGE Code, and size/socioeconomic status (large or small, 8(a), SDB, and whether it is in a HUBZone). The North American Industry Classification Systems (NAICS) code is 541330 ($4M). Include any relevant contracts (commercial or government), contract numbers, dollar value, dates of performance, number and type of personnel involved, and the government program manager?s contact information. The Capabilities Statement for this sources sought synopsis are not expected to be proposals, but rather they are expected to be short statements regarding the company?s ability to demonstrate existing/developed expertise and experience in relation to the areas above. The Capabilities Statements are anticipated to be five (5) pages long, and are limited to five (5) pages with no prescribed format. Any commercial brochures or currently existing marketing material may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Air Force in tailoring requirements consistent with industry capabilities.
