- Description
- Eglin AFB, FL has a requirement to Replace Electrical Service and Sectionalize Buildings 11/13/13A. THIS IS A ?TRADE-OFF? (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the ?Best Value? to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. This project includes furnishing all plant, materials, labor, equipment, supervision, and performing all operations in connection with the Replace Electrical Service and Sectionalize Buildings 11/13/13A, located at Eglin AFB, FL. It is the declared and acknowledged intention and meaning to remove an outdoor substation, replace indoor substations with new substations and/or switchgear, replace pad-mount transformers, and provide new underground primary systems to allow Buildings 11, 13, and 13A to be fed from 6th Street and/or 7th Street in order to minimize the impact of power outages. The buildings shall be occupied during construction, and outages during normal working hours will not be permitted. The work shall be phased to prevent outages during normal working hours. The contractor will have to remove and replace indoor substations and pad-mount transformers during weekends or after normal working hours. The contractor will provide a written request to the Contracting Officer prior to any weekend or after hours work. New underground primary systems, pad-mounted transformers, and underground secondaries shall be in place prior to demolition work inside the buildings in order to minimize power outages to the buildings. Work inside the buildings will have to be done on weekends and will be phased in such a way to allow electrical systems to be operational during the normal working hours (Monday through Friday, 7:00am to 5:00pm). Solicitation issue date of 21 July 2003 is only an estimated date in which the Government reserves the right to cancel the solicitation, either before or after the closing date. Interested bidders are expected to visit the areas of work and verify all conditions and dimensions. Estimated dollar range is between $500,000 and $1,000,000. Performance period is 270 calendar days. The category of work will be listed under North American Industry Classification System (NAICS) Code 238210, Electrical Contractors. Prospective contractors must be registered in the DoD Central Contractor Registration (CCR) database prior to award of a government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Recommend registering immediately in order to be eligible for award. PLEASE NOTE: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. All responsible offerors may submit a proposal, which shall be considered by the agency. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the Request for Proposal will be available on the Federal Government?s Electronic Posting System (www.eps.gov). No response to this notice is necessary, and no Source List will be maintained. See Note 26.
