Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is DABK41-03-T-1521 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-14 and Defense Federal Acquisition Regula tion Supplement (DFARS), 1998 Edition, current to DCN 20030603. This acquisition is being solicited as a 100% Small Business Set-Aside under North American Industrial Classification Code (NAICS) 442110 with a size standard of $6.0 million in average annual receipts. The anticipated contract will be firm-fixed price. The government is requesting quotes for Interior Design and Furnishing of the Energy Efficient Demonstration Building. The United States Army Yuma Proving Ground (USAYPG) has constructed a buil ding for the purpose of demonstrating new technologies for energy efficiencies in military family housing units. The building is a prototype of a new family housing unit and will be used to temporarily house distinguished visitors. The building is in its final stages of completion and now requires interior design, decorating and furnishings. It is our intent to furnish the building in keeping with the original energy saving philosophy, i.e. energy efficient window treatments, energy efficient electronics for living room, bedrooms, kitchens and accessories, etc. We do not have a scope of work for this requirement. Our intent is to award a contract to the contractor that submits a proposed design for the interior decorating and furnishings that reflects our philosophy for the entire project. The successful contractor proposed design will be incorporated into the contract and become the statement of work. Contractors are to include the cost for all furnishings, delivery and installation within their quote. I t is anticipated that all work shall be completed within 60 to 90 days after award. Site visit is scheduled for 16 July 2003 at 8:00 AM MST. The site visit will begin in the Contracting Office conference room, building 2100. All contractors are encourage d to attend the site visit. Contractors are limited to two attendees to the site visit. Please provide the following information regarding attendees to the contracting office by 3:30 PM MST on 9 July 2003: Full Name, Date of Birth, Place of Birth, Socia l Security Number and Citizenship status. If the attendee is not a United States citizen, please provide the naturalization number and date. The following information is provided for your information when preparing your design: 1. The living space is 173 4 square feet. All interior walls are textured and painted white. 2. Room delineation and approximate dimensions: master bedroom (13 x 16-9), spare bedroom (12 x 13-9), study (10-9 x 16-9), living room (19-3 x 15-7), dining room (9-11 x 15-7), kitchen (1 6-9 x 22-3), laundry room (7-1 x7-1) and two full baths (master 12-6 x 16-9 and second 5 x 9-3). 3. Exterior of home is Southwestern design. 4. Interior flooring of all rooms except the study is ceramic tile (American Olean 12x12 Sandy Ridge) and the floor ing in the study is Bamboo (Natural Vertical). 5. All fixtures in the baths and kitchen are brushed nickel. 6. Ceiling fans (with lighting) are located in living room, master bedroom, spare bedroom and study. 7. Lighting fixtures are installed in both bath s, living room (sconce wall fixtures), dining room (chandelier) and kitchen. 8. Living room has a Heatilator electric fireplace with oak mantel. 9. Freestanding oak entertainment center is located in the living room. 10. Dining room has two built-in shelvi ng units (glass) with accent lighting. 11. Kitchen has island work surface with area for seating. 12. All service pieces will be for eight. 13. Kitchen is equip ped with refrigerator, microwave, freestanding range and dishwasher. 14. French doors to the exterior can be found in master bedroom, spare room, study, living room, dining room and kitchen. 15. All windows are Anderson 400 series. It is anticipated that p ayment of the contract, resulting from this solicitation, will be made via government VISA credit card. Offerors shall account for any costs associated with accepting credit card payment in their proposal. The following Federal Acquisition Regulation (FA R) provision applies to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000); FAR 52.212-2, Evaluation-Commercial Items (Jan 1999). Award will be made on a best value basis and the Government reserves the right to award to other than the low offeror. Selection of the successful contractor will be made using best value procedures IAW FAR 15.101 and 15.102. Paragraph a. of provision 52.212-2 is completed as follows: In order to evaluate proposed designs the following best value criteria are listed, in descending order of importance: 1. Energy efficiency of window treatments. 2. Contractor past performance (names, addresses and telephone numbers of similar contracts completed with the last three (3) years; to include award c ost/price, final cost/price and period of performance) 3. Effective use of colors (for absorption or reflection of heat). 4. Use of Energy Star appliances/electronics and 5. Effective furniture design/placement to enhance air circulation and 6. Price. All prospective offerors must be actively registered in the Central Contractor Registration. Written technical proposals with drawings will be require d of offerors participating in this solicitation. All offerors shall include with their offer a completed copy of FAR 52.212-3, Alt I (Apr 2002), Offeror Representations and Certifications-Commercial Items. Copies of 52.212-3 are available upon request f rom the Contracting Officer or may be obtained on the web at http://www.yuma.army.mil/contracting/rfp.html. Offerors that fail to furnish required representation, the information required for best value evaluation per FAR 52.212-2,or reject the terms and conditions of this solicitation may be excluded form consideration.
