Description
Furnish all labor, equipment, materials and supplies for the construction of a laboratory addition at the Clark R. Bavin National Fish and Wildlife Forensics Laboratory in Ashland, OR. Work involves the construction of an approximately 37,000 square foot addition for laboratory, storage, and office space; including Level III biological containment lab, offices, conference space, and other associated areas. The existing laboratory will be renovated. Award will be negotiated on "best value" basis based on such factors as past performance and experience, in accordance with FAR Part 15 provisions. The estimated construction price range exceeds $10,000,000. The issue and due dates are approximations. Proposals will be due not sooner than 30 calendar days after solicitation issue date. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI must be registered at the National Business Center at http://ideasec.nbc.gov. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specificaations and drawings will be available in Adobe PDF format. Type of Procurement: A negotiated firm-fixed price contract will be awarded on a "BEST VALUE" basis. This method permits evaluation of offers based on price competition, technical merit and other factors; permits discussions if necessary; and the use of a trade-off process when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION. Therefore, proposals should be submitted initially on the most favorable terms.
