- Description
- The Southwest Division, Naval Facilities Engineering Command intends to award a contract, on a sole source basis, in accordance with Simplified Acquisition Procedures the aggregate amount of which will not exceed $100,000.00 to Archaeological Research Center, California State University, Sacramento. The purpose of this acquisition is to obtain a cultural resources evaluation of six sites in the Emerson Lake Training Area at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California, which complies with the Marine Air Ground Task Force Training Command (MAGTFTC) Integrated Cultural Resources Management Plan (ICRMP) to identify sites eligible for listing in the National Register of Historic Places. The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation, Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency?s requirements. Successful completion of this contract is dependent upon knowledge of site mapping, subsurface testing, artifact collection and analysis of the results of the field investigations. Field testing, documentation, mapping, and reporting protocols are specific to MAGTFTC?s Section 110 site evaluation program now in place and only available to Archaeological Research Center, California State University, Sacramento. It is the Government?s position that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency?s requirement. Therefore, no other offers will be accepted. The contract duration is approximately 640 days.
