Description
This announcement is published as a Sole Source in accordance with FAR 6.302-1. The NAICS code is 334519. The Naval Facilites Contracting Office (NAVFACCO), Port Hueneme, Ca., intends to award on a sole source basis a purchase order for engineering and technical support services and commercial supplies to Dynatest Consulting, Inc., located in Starke, Fl. The contractor's experience includes knowledge of these systems at NFESC. The purchase order is for the purpose of providing the following: Acquire new (not used) HWD Model 8081 test system from Dynatest Consulting, Inc. Include options (hardware, electronics, tow-vehicles) required for pier/wharf and airfield testing. Also include necessary setup, training, and delivery FOB to Port Hueneme, CA. The HWD Model 8081 is commercially available from Dyantest Consulting, Inc., Starke, Florida. The HWD is a non-destructive impact test system to rapidly assess load-deflection properties of pier/wharfs structures and airfield pavements. The HWD is a trailer-mounted system towed on pier decks or airfield pavements. Weights are dropped onto a load-plate/buffer assembly applying a non-destructive impact load up to 54,000 lbf. Trailer-mounted sensors measure the resulting load and deflections. This system will support two NFESC product lines: 1) Pier and Wharf Condition Inspection, Assessment and Repair and 2) Aviation Facilities Development and Engineering. The authority for this sole source procurement is FAR part 6.302-1, Only one responsible source, in that Dynatest Consulting, Inc. is the only known source with the knowledge required to provide these services in the timely manner required. This is not a request for competitive proposals, and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete the proposed action based on responses to this notice is solely within the discretion of the Government.
