Description
SECOND NOTICE, IF YOU HAVE RESPONDED TO THE FIRST NOTICE, PLEASE DO NOT RESPOND TO THIS SECOND NOTICE. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for Soil Conservation Technician services. This is an OMB Circular A-76 Direct Conversion with Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing Soil Conservation Technician services at NRCS offices in Clarkfield, Ivanhoe, Marshall, Redwood Falls, Pipestone, Slayton, Windom, Luverne, Worthington, and Lakefield Minnesota. In accordance with OMB Circular A-76, commercial offers will be compared with the Government’s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, private organizations, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, documents activities with photographs, and preparing news articles as necessary. An effective knowledge of engineering design, surveying, global positioning systems, and computer use is required to fulfill the duties of these positions. These services are currently provided by Government personnel. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price performance based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposal to determine technical acceptability. This is an unrestricted solicitation. The solicitation will be available on or about April 21, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will not be available. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency.
