Description
This is a combined synopsis /solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ No. N10111). The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 3363 and the NAICS Code is 334210. The Food and Drug Administration (FDA) intends to issue a purchase order on a sole source basis to Sensor Technology Engineering, Inc for the following equipment: (1) QTY. 251 Radiation Pagers. The pager is a Cesium iodide scintillation detector. Detector size is 0.5 inch diameter (1.3 cm) x 1.5 inch long (3.88cm). The unit size is 4.1 inch x 2.4 inch x 0.9 inch (10.2 cm x 6.1 cm x 2.3 cm). Each unit weighs 6 oz. (170 g) with batteries. The pager will operate continuously for over 1 year on 2AA alkaline batteries. The operating temperature range from 5-122 degrees F (-15 to 50 degrees C). The pager has a 45 keV low energy cut off. The pager has less than one second integration time (response time). The pager has flashing yellow LED (high intensity daylight visible), audio, and vibrator alarms. The pager has a seven segment LED display that indicates radiation intensity. The pager also has modulated audio tone and high intensity daylight visible LED indicate radiation intensity. The following FAR Clauses shall apply to this solicitation: 52.212-1 Instructions to Offerors – Commercial, 52.212-4 Contract Terms and Conditions – Commercial Items, and 52.232-33 Electronic Funds Transfer. All responsible sources that can provide and meet the above requirement shall submit written quotations by mail or fax 301/827-7039. Evaluation/Award will be issued to the offeror that provides the best value to the government. The solicitation is being issued as sole source because the item is proprietary to the contractor with no resellers. In addition the pagers have to be the same model that other agencies are using so that the agencies can interact with each other.
